- Must have at least 3 years of experience involving high and low voltage electrical applications, trouble shooting, installations, repairs, modifications, etc. encompassing single and three phase supply applications
- Must possess the required licensing and certifications to perform outlined duties
- Must have at least 3 years of experience with critical systems and knowledge of HVAC, refrigeration, boiler equipment, and computerized maintenance program systems, utilities electrical, gas, water, sewer, communications, fire, building alarm, security, and contract implementation and specifications development.

Position Description Exempt
OVERALL OBJECTIVE OF JOB
To manage and supervise the electrical and technical functions involved in the operation of the County Maintenance Department including the planning, organizing, and directing a program of facilities maintenance, critical systems, grounds keeping, and equipment in support of the overall mission of Franklin County.
ESSENTIAL FUNCTIONS OF JOB
- Oversees, manages and maintains all County facility electrical and critical support systems
- Participates, supports and coordinate as necessary the annual County election process requirements.
- Must maintain availability to respond to all Property Management needs at any given time unless coordinated otherwise with senior report.
- Participates in the coordination of winter weather related maintenance
- Serves as project manager for maintenance projects as assigned
- Participate in the development of the County Maintenance budget; oversee and monitor expenditures.
- Maintains current information on all local, state, and federal regulations and ensures compliance for all County Property and satellite offices.
- Direct, coordinate and review work plans for the maintenance department, meet with staff to identify and resolve problems, assign work activities and projects, monitor work flow and review and evaluate work.
- Participates in the development and implementation of the department’s goals and objectives, policies, and priorities for the county property and satellite offices, identify resources, prepare contracts and requests for proposals.
- Prepares and maintains clear, complete, and accurate documentation pertaining to the management of the maintenance department.
- Interacts and coordinates with external contractors, engineers and architects and assists in the coordination of projects with internal staff.
- Directs the implementation and operation of a planned preventative maintenance program.
- Orders of all materials, supplies, parts and tools needed for all maintenance and repair projects by submitting requisitions.
- Interviews, selects, trains and evaluates personnel, provides and coordinates staff training.
- Assist in the coordination of the County Maintenance On-Call schedule to ensure that maintenance workers are available to respond to maintenance emergencies after normal business hours.
- Ensures maintenance functions are performed in a safe and healthy manner by following recognized industry, County and/or departmental standards; enforces these standards.
OTHER DUTIES OF JOB
- Holds staff meetings and attends other meetings, as necessary.
- Assists work crews with maintenance duties in an emergency or as necessary.
- Performs or assists in other job related duties, as required or assigned.

SUPERVISION RECEIVED
Receives occasional instruction, supervision and direction from Director of Property Management
SUPERVISION GIVEN
- Supervises maintenance staff as required.
- Supervises other building locations in addition when necessary.
- Provides supervision coverage as directed by Director of Property Management
WORKING CONDITIONS
- Works in safe adequate work space, temperatures, ventilation and lighting.
- Works with average indoor and outdoor exposure to noise and stress, but subject to frequent disruptions.
- Normal exposure to dust/dirt.
- Periodically works beyond normal work hours, works on-call, or on an as-needed basis.
- Works in potentially dangerous or hazardous environments as various maintenance or construction projects are in progress, using various chemicals or performing specific job related duties.
- Exposed to all outdoor elements when performing outdoor maintenance.
PHYSICAL AND MENTAL REQUIREMENTS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to sit, walk and stand intermittently throughout the workday, with frequent twisting, stooping, bending, carrying, reaching and grasping, as necessary, to carry out work duties.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
- Medium work, with occasional lifting/carrying of objects weighing up to 100 pounds.
- Must demonstrate emotional stability and mental endurance.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to move frequently throughout the workday.

- Must possess ability to assist in the preparation of the annual budget and control expenditures accordingly.
- Must possess ability to order and control issuance of equipment, supplies and materials for building maintenance activities and maintain adequate inventory of supplies and equipment.

- Must possess thorough knowledge of regulations regarding lighting, heating, air conditioning, emergency power and other equipment.
