Position Description
OVERALL OBJECTIVE OF JOB
To direct and supervise audit staff and to assist accounting functions assuring compliance of those functions with Federal, State, Local and County policies. To act and supervise in the absence of both the Controller and the Chief Deputy.
ESSENTIAL FUNCTIONS OF JOB
- Monitors accounting procedures for each County office including the creation of a procedures manual, which meets each office’s individual needs.
- Audits County offices and agencies, making recommendations based on audit individual needs.
- Assures the proper training of each office’s fiscal personnel.
- Plans and writes audit programs including review of each office’s financial records, periodic testing and bank confirmations, providing written analyses of same, assessing risks.
- Meets with elected officials and department heads to access progress and any problems, which need addressed.
- Prepares work papers consistent with the external auditing firm, interacting with and providing information to external auditors.
- Acts as a liaison between Controllers Office and other County offices, fiscal technicians and budget personnel.
- Conducts independent reviews and reports needed by County offices to meet federal/state guidelines.
- Assures the accuracy and propriety of invoices received from contractual obligations of the County.
- Assists with maintaining the County’s chart of accounts.
- Recommends accruals and adjusting entries.
- Prepares reports needed for federal and state agencies.
- Prepares annual reports, i.e.; DCED Financial Report, Retirement Fund Report, County Escheat Report, etc.
- Assists with tax and benefit reporting.
- Monitor compliance with W-9 and Vendor Listing.
- Audits claims for payment, making changes, deletions or recommendations to the County Commissioners.
- Works in cooperation with Fiscal Department on joint County procedures and enhancements.
- Monitors Retirement Fund assets, and prepares monthly journal entries.
- Utilizes computer and related accounting and statistical software as necessary to carry out essential functions of job.
OTHER DUTIES OF JOB
- Attends meetings and training sessions as required.
- Serves on committees and boards as requested.
- Assists other departments, as needed.
- Operates computer and other office machines to prepare financial information and reports.
- Researches financial issues and prepares special financial analyses as needed or requested.
- Performs other related duties, as required.
SUPERVISION RECEIVED
Receives little or no instruction/supervision from the Controller in regard to daily work duties.
SUPERVISION GIVEN
Supervises warrants payable and audit staff.
WORKING CONDITIONS
- Works indoors in climate controlled office.
- Works with County Property Management on the archival of financial records.
- Frequent travel.
- Works with above average indoor exposure to noise, stress and disruptions
PHYSICAL/MENTAL CONDITIONS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to sit, stand and walk intermittently throughout the workday, with occasional periods of twisting, bending, stooping, reaching, carrying, pushing and pulling as necessary to carry out duties of job.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
- Sedentary work, with occasional lifting/carrying of objects with a maximum weight of up to twenty pounds.
- Must demonstrate emotional stability.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to pay close attention to details and concentration on work.
QUALIFICATIONS
A. EDUCATION/CERTIFICATIONS/TRAINING
Bachelor’s degree in Accounting/Business Administration, a valid CPA Certification, and working knowledge of automated accounting systems and spreadsheet software required.
B. WORK EXPERIENCE
5-10 years experience, preferably in government accounting or government auditing; 3-5 years supervisory experience; or any equivalent combination of acceptable training and experience.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Must be able to speak and understand the English language and possess effective oral and written communication skills.
- Must possess initiative and problem solving skills.
- Must possess ability to function independently, have flexibility and the ability to work effectively with staff, vendors, management and others.
- Must possess the ability to maintain confidentiality in regard to County client information and records.
- Must possess the technical knowledge of operating office equipment, personal computers and financial software and information systems.
- Must possess a valid Pennsylvania Driver’s License and a willingness to travel, as needed.
- Must possess the ability to make independent decisions when circumstances warrant such action.
- Must possess knowledge of commonly accepted accounting principles and procedures.
- Must possess considerable knowledge of the principles and practices of all areas of general accounting/auditing and cost accounting.
- Must possess ability to apply and adapt established accounting methods to a variety of accounting transactions and situations within the County.
- Must possess ability to analyze and interpret accounting records, and to research issues in question.
- Must possess knowledge of all applicable Federal, State and Local laws affecting financial and accounting matters.
- Must possess ability to evaluate bookkeeping systems and develop sound bookkeeping methods and procedures.
- Must possess ability to train other departments’ staff members in proper bookkeeping methods.
- Must possess ability to prepare clear, accurate and comprehensive reports and financial statements, both orally and in writing.
- Must possess ability to analyze and interpret accounting data, and reports and systems.
- Must possess the ability to analyze, evaluate and recommend action, changes and improvements to fiscal policies, procedures and practices within the County.
