What are the responsibilities and job description for the Assistant Fire Marshal position at Franklin County, VA?
GENERAL DEFINITION
Serves in the capacity of Deputy Fire Marshal for Franklin County. Conducts investigations to determine fire origin and cause. Enforces and interprets the fire prevention code. Responsible for seeing that fire inspections are conducted on a regular basis within the County. Conducts interviews, collects evidence, obtains and serves warrants, makes arrests, delivers courtroom testimony, and works closely with the courts and other law enforcement agencies. Must be capable of carrying and demonstrate proficiency in using assigned firearms.
ORGANIZATIONAL RELATIONSHIP
The position will work for Franklin County Fire and EMS. Work is performed under the general supervision of the Deputy Chief of Fire Operations.
TYPICAL TASKS
- Investigates fires for cause and origin; Enforces and Interprets fire prevention code;
- Implements and conducts fire prevention and educational programs;
- Maintains files, records and reports regarding inspections and investigations;
- Handles complaints from the public;
- Interacts with other law enforcement agencies, Commonwealth Attorney, County Attorney, State Fire Marshal’s office and courts;
- Assist in the preparation of court cases and legal actions; Conducts criminal investigations and interviews;
- Testifies in court cases; Secures crime scenes and collects evidence;
- Issues summons and makes arrest;
- Investigates explosions and bomb threats;
- Prepares fire reports;
- Operate emergency vehicles in routine and emergency responses in a safe and proficient manner;
- Responds to fire, hazardous material and EMS incidents; Helps with fire suppression and emergency medical care;
- Investigates environmental crimes and incidents;
- Assist with plans review in accordance with the Virginia State Fire Code as necessary.
- Performs other duties as may be assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of fire, hazardous materials, environmental laws and emergency medical services. Knowledge of fire prevention standards and fire prevention code. Knowledge of fire suppression systems, fire alarm systems and material handling. Ability to conduct fire and EMS training courses to adolescent and adult students as well as conduct fire safety education classes to the general public. Ability to maintain effective working relationships with the public, employees, volunteers and other government officials; ability to enforce codes and ordinances with firmness and tact. Must be able to interpret building codes to insure compliance with NFPA regulations. Ability to carry out oral and written instructions, physical ability to perform job task and the ability to prepare clear and comprehensive reports. Knowledge of conducting criminal investigations required. Must demonstrate proficiency in the use and handling of firearms in accordance with Department of Criminal Justice Services standards for law enforcement officers.
TRAINING, EDUCATION AND EXPERIENCE
Education or equivalent experience to graduation from a two-year college, with either major work in fire protection, fire science, police science; or graduation from high school and with supplemental experience or a combination of experience. DCJS Law Enforcement or VDFP Law Enforcement preferred. Minimum of 3 years of Fire Investigations or Law Enforcement experience required.
SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS
Licenses and Certificates NFPA 1031 and 1033, Firefighter Instructor I, Hazardous Materials Operations, Emergency Medical Technician, NIMS 100, 200, 300, 400, 700, 800. Position requires that the candidate become certified in Emergency Vehicle Operations Levels I, II, and III, demonstrate proficiency with firearms, perform self-defensive tactics and affect arrests. Law Enforcement certification and annual firearm certification within 18 months of appointment. Must maintain training necessary for certification as a NFPA 1031 Certified Fire Code Inspector and NFPA 1033 Certified Fire Origin and Cause Investigator. The successful applicant will possess and maintain a valid Virginia Motor Vehicle Operator’s License and Emergency Vehicle Operators Certification. Note: Applicant must have and maintain a driving record acceptable to Franklin Countyand its insurance carrier(s). Minimum of three years driving experience required. Candidate must be able to pass background check and be able to be certified as a law enforcement officer. Residence within Franklin County is preferred.
PHYSICAL DEMANDS
Candidate should be able to lift 100lbs. Candidate will be required to pass a NFPA approved medical exam.
Candidate must be able to work in stressful, demanding and hazardous environments.
Candidate must be able to perform work while wearing a respirator.
Special Physical Requirements – Position requires that candidate must use physical force to make arrest when necessary.
WORK ENVIRONMENT
Individual must be able to perform work in all types of hazardous environments including but not limited to natural, mad-made and environments that are immediately dangerous to life and health (IDLH). Individual must be able to work in law enforcement situations.
