GENERAL DEFINITION

Serves in the capacity of Fire Marshal for Franklin County. Assist the Director in performing difficult and complex work in planning and directing activities of the Public Safety Department. Direct supervision is exercised over an assigned division of the department. Division to include, but not limited to, the Fire and Emergency Medical Services, Training division, Animal control division, Fire prevention division, and Fire investigation division. The employee in this position must exercise considerable judgment and discretion in planning, developing, implementing, and evaluating department programs and services related to support services of the department. Performs the duties of the Director in the latter’s absence and/or as delegated by the Director.

ORGANIZATIONAL RELATIONSHIP

Work is preformed under the general supervision of the Director of Public Safety. Supervision will be exercised over staff as assigned.

TYPICAL TASKS

  • Coordinates and oversees the annual audit and assists with the preparation and review of the Comprehensive Annual Financial Report
  • Assists with the preparation of the annual budget
  • Assists with guiding financial decisions by establishing, monitoring and enforcing policies and procedures.
  • Assists with enforcing policies and procedures.
  • Directs operations of Fire and EMS response for the Department.
  • Handles personnel matters relating to Fire/EMS staff.
  • Assists with Emergency Management duties of the department.
  • Assists with administrative functions in the daily operation of the of the department
  • Assists training staff with quality assurance program.
  • Acts as an Officer in Charge of Fire and EMS emergencies when needed.
  • Performs rescue from potentially life-threatening situations.
  • Assists in the protection of property via fire-suppression and fire related activities.
  • Operates emergency equipment and vehicle as required.
  • Protects Investigates fires for origin and cause; Enforces and interprets Virginia Statewide Fire Prevention Code;
  • Implements and conducts fire safety, prevention and educational programs;
  • Performs fire and safety inspections/investigations of public and private property as required;
  • Maintains files, records and reports regarding inspections and investigations;
  • Maintains records and reports of all training activities;
  • Handles questions and concerns from the public, volunteers and staff regarding assigned duties;
  • Interacts with law enforcement, attorneys, state fire marshal’s office and courts;
  • Assist in the preparation of court cases and legal actions; Conducts criminal investigations and interviews;
  • Testifies in court cases; Secures crime scenes and collects evidence;
  • Issues summons and make arrest as needed;
  • Investigates explosions and bomb threats in conjunction with law enforcement;
  • Responds to fire, hazardous material and EMS incidents as needed;
  • Assist with fire suppression and emergency medical care as needed;
  • Investigates environmental crimes and incidents;
  • Oversees the county fire and emergency medical services training division;
  • Oversees the operations of the county animal control division;
  • Reviews site plans in collaboration with local building officials;
  • Perform other duties as assigned.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of fire, hazardous materials, environmental laws, animal control laws and emergency medical services. Knowledge of Virginia State Fire Prevention Code and Virginia State Building Codes. Knowledge of fire suppression systems, fire alarm systems, and hazardous material handling. Ability to provide oversight to instructors and conduct fire and EMS training courses to adolescent and adult students as well as conduct fire safety education classes to the general public. Ability to maintain effective working relationships with the public, employees, volunteers and other government officials; ability to enforce codes and ordinances with firmness and tact. Must be able to interpret building codes to insure compliance with NFPA standards. Ability to carry out oral and written instructions, physical ability to perform job task and ability to prepare clear, concise and comprehensive reports. Knowledge of conducting criminal investigations as required. Must demonstrate proficiency in the use and handling of firearms in accordance with Department of Criminal Justice Services for law enforcement officers.

TRAINING, EDUCATION AND EXPERIENCE

Must possess education equivalent to graduation from high school with additional course work in relevant college level courses; possession of Virginia Emergency Medical Technician; Virginia Department of Fire Programs Fire Fighter II certification; Virginia Department of Fire Programs Hazardous Materials - Operations Level Certification; EVOC Level I, II, III certification; Incident Command; minimum of 3 years EMS and Fire experience. Continuation of employment will be dependent on maintaining certification requirements.

SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS

Licenses and Certificates: Basic Law Enforcement, NFPA 1031 and 1033, Fire Instructor II, Emergency Medical Technician, NIMS 100, 200, 300, 400, 700 and 800, Emergency Vehicle Operations Levels I, II, III. Must demonstrate proficiency with firearms, performance of self-defensive tactics and affect arrest. Must maintain training necessary for certification as an NFPA 1031 Certified Fire Code Inspector and NFPA 1033 Certified Fire Origin and Cause Investigator. The successful applicant will possess and maintain a valid Virginia Motor Vehicle Operator’s License. Applicant must have and maintain a driving record that is acceptable to Franklin County Standard Operating Guidelines and its insurance carrier. Minimum of three years driving experience required. Candidate must be able to pass a background check and be able to be certified as a law enforcement officer.

PHYSICAL DEMANDS

Candidate must be able to lift 100lbs. Candidate must be able to work in stressful, demanding, and hazardous environments. Candidate must be able to perform work while wearing a respirator. Position requires the candidate may have to use physical force to make arrest if necessary

WORK ENVIRONMENT

Individual must be able to perform work in all types of hazardous environments including but not limited to natural, man-made and environments that are immediately dangerous to life and health (IDLH). Individual must be able to work in law enforcement situations.
