GENERAL DEFINITION
Assists in designing, developing, implementing and supporting software solutions that enhance local government services. Contributes to various stages of the software development lifecycle, ensuring applications are functional and meet user needs. Analyze user requirements and based on findings, design functional specifications; training with supporting documentation that will work well within their department and the organization.
ORGANIZATIONAL RELATIONSHIP
This position reports to the Assistant Director IT/Applications & Operations.
TYPICAL TASKS
- SUPPORT SOFTWARE DEVELOPMENT: Assist in designing, developing, testing, deploying, maintaining and supporting custom software solutions as per specifications. Implement, manage and support 3rd party enterprise software solutions from various vendors including Tyler Technologies (ERP and EPL), Southern Software, and Catalis.
- COLLABORATION AND LEARNING: Work under the guidance of senior developers, collaborating with IT staff and stakeholders to understand requirements and build a software development skillset
- ASSIST WITH QUALITY ASSURANCE: Help conduct testing and validation processes to ensure software reliability and adherence to specifications.
- DOCUMENTATION SUPPORT: Assist in creating and maintaining basic documentation for system designs and development processes as well as user documentation.
- DEVELOPMENT: Manage forms, survey development, and AV recording reviews and publications.
- APPLICATION SUPPORT: Act as a support liaison for enterprise applications, manage vendor access, and ensure compliance. Manage user roles, permissions and other administrative tasks for enterprise applications.
- TRAINING SUPPORT: Collaborate on KnowB4 campaigns and develop training materials.
- CLERICAL: Perform IT-related administrative tasks related to data-entry of Accounts Payable, Accounts Receivable, Payroll and Time Entry using Enterprise ERP software.
- Complete the check printing process, maintains an accurate log of the check numbers across AP, Payroll, County, School and Soc Serv check runs, Ensure the checks are accurate and match the registers and requests for each run.
ESSENTIAL KNOWLEDGES, SKILLS AND ABILITIES
A working knowledge of programming and processing techniques in Report Writing using SSRS and Crystal Reports, Business intelligence (BI) solutions and Microsoft Office Suite is strongly desired. Requires good project management skills and the ability to organize work in an efficient manner in addition to the ability to work well under stress and time pressures; possess the ability to manage calls received efficiently and professionally; demonstrated abilities in both oral and written communications skills; Ability to work well with people. The analytical nature of this work also requires an individual who possesses good visual and numeric memory skills. Ability to work effectively with minimal supervision. Strong problem-solving skills and attention to detail.
TRAINING, EDUCATION AND EXPERIENCE
Associate’s degree in a technology-related field with at least (3) years of experience, or (5) years of experience in technology support, systems administration, or similar technical roles.
Experience with financial applications and technology solutions within a group technology environment is highly desirable.

PHYSICAL DEMANDS
This position requires the ability to spend considerable amount of time at a desk using a personal computer. This position also requires the ability to lift up to 20lbs.

The work environment is a typical office environment with adequate desk, seating, and lighting for performing desk and personal computer work.
