Job Description:
The NC Pre-K Program is a program of the Division of Child Development and Early Education in the North Carolina Department of Health and Human Services (DHHS) with financial assistance from Smart Start through the North Carolina Partnership for Children. The NC Pre-K Program provides high-quality educational experiences to enhance school readiness for eligible four-year olds and ensures a high quality pre-kindergarten classroom experience. The NC Pre-K Program Coordinator will administer all aspects of the NC Pre-Kindergarten Program as outlined in the NC Pre-K Program Requirements and Guidance Manual, the NC Pre-Kindergarten Fiscal Manual, the NC Pre-K Application database systems and other resources determined by DHHS, DCDEE and NCPC. The NC Pre-K Coordinator will also be responsible for maintaining the NC Pre-K Plan, the NC Pre-K Kids and the NC Pre-K Application database systems. The NC Pre-K Program Coordinator reports directly to the Franklin Granville Vance Smart Start, Inc. Programs Manager.
Job Responsibilities:
All responsibilities must be performed in keeping with the NC Pre-K Program Requirements and Guidance Manual, the NC Pre-Kindergarten Fiscal Manual, the NC Pre-K Application database systems and other resources determined by DHHS, DCDEE and NCPC.
Job Duties:
· Serve as regional committee co-chair of a broad based collaborative task force as appointed by the agency’s Executive Director and ensure that the committee work is delegated including the approval of the annual NC Pre-K Plan and operating budget, committee roster, maintaining updated list of Principals, Directors, Teachers, Teacher Assistants and sites.
· Oversee and verify program enrollment applications, child enrollment eligibility and confirm notification to parents of program acceptance.
· Ensure that all child assessments, dental and health records are completed and maintained in child’s NC Pre-K records.
· Ensure that all NC Pre-K sites meet facility requirements and responsibilities.
· Ensure that all NC Pre-K classrooms are in compliance with program requirements.
· Ensure that all NC Pre-K staff have appropriate licenses, credentials, compensation and attend required trainings and that Private Centers and Head Start teachers are enrolled with the Early Educators Support Licensure and Professional Development Unit (EESLPD).
· Ensure that all NC Pre-K sites are monitored for programmatic and fiscal requirements and guidelines and receive evaluation through Early Childhood Environmental Rating Scales (ECERS-R) assessments and that improvement plans are prepared for sites that scores below assessment requirements.
· Verify that any supplies provided to sites are signed for upon delivery.
· Prepare and maintain all necessary documents and reports and submit reports accurately and timely. Reports include but are not limited to contract documents, attendance records, payment reimbursement reports, Other Resources reports, NC Pre-K Plan documents, Site Selection documentation, etc.
· Ensure that sites enter attendance records, child data information, child assessments, health and dental records, etc. into the NC Pre-K Kids database system.
· Ensure that the NC Pre-K Plan database system is maintained and timely updated to reflect accurate program records including contract, committee, site, classroom and teacher information.
· Ensure that all annual NC Pre-K financial, contractual and program guidelines, reporting and compliance deadlines are met.
· Attend all required NC Pre-K, Smart Start and related trainings, etc.
· Perform all Smart Start functions as they relate to the NC Pre-K program including Contract Activity Description (CAD) requirements, child subsidy mandates, payment reconciliation, etc.
· Assist the Program Manager with Smart Start Program Coordination and Evaluation functions as required.
· Perform other duties as assigned.
Job Qualifications:
A Bachelors degree in the field of elementary or early childhood education, human services, business or public administration is required. A Masters degree in the fields described is preferred. Five years of work experience is required in school administration or teacher counseling, and teaching in early childhood or elementary education classrooms. Strong written and oral communications skills are required as well as attention to detail skills and analytical ability. Demonstrated leadership skills such as relationship building, decision making, problem solving and organization and time management skills are needed. Experience with Microsoft Office applications such as Power Point, Excel, Microsoft Word, etc. are essential. State level knowledge of budgets and contracts management is essential to performing job responsibilities. An insured North Carolina driver’s license and an operable and reliable vehicle are also required.

Pay: $30,195.00 - $33,215.00 per year
