JOB DUTIES AND RESPONSIBILITIES

Applications will be reviewed on a rolling basis until the position is filled. The selected candidate will be placed in the position and salary range appropriate to their experience, education, and ability to perform position accountabilities as listed below.

Engineering Manager - Target Hiring Range : $134,616 - $168,269 annually

Responsible for taking a leadership role in the forward planning of the District's distribution and transmission system needs. This position provides high-quality engineering design related to the planning, construction, operation, maintenance and rehabilitation of the District's facilities. Provides analysis to identify and recommend solutions and approaches for engineering projects as well as troubleshooting equipment. This position supervises project design including customer contact, field investigation, analysis, and preparation of plans and specifications. Responsible to ensure safe and reliable service to District customers through the proper design of the electric system as well as providing a positive experience for District customers.

Duties & Responsibilities

  • Strategic Alignment : Partners with the Management Leadership Team to execute the strategic direction, long-term goals, initiatives, priorities and operating plan.
  • Leadership : Accountable for creating a department environment and culture that focuses on fulfilling the District's mission, vision and values. Work to attract, develop and retain talented, diverse individuals. Develop a succession plan with supportive mentoring, cross-training and development programs for department staff.
  • Management : Motivate, evaluate, and mentor department staff. Provide training and professional development opportunities. Implement performance improvement plans and / or termination procedures as needed. Continually cultivate the positive culture of the District with department staff. Monitor and assess staff workload. Maintain a strong, safety centric department culture.
  • Conduct : Model and drive a culture of accountability and discipline to attain and sustain department performance. Set the standard of professional behavior, cooperation, community service and quality and acceptable quantity of work. Understand and follow District policy and procedures, sets example of expectations regarding appropriate standards of performance.
  • Annual Budget : Direct the development and administration of the department's system annual budget to ensure maximum utilization of resources and optimum financial positioning for the District. Prudently manage department resources, ensure budget is followed, and address variances in a timely manner.
  • Board of Commissioners : May attend regular or special meetings of the Board of Commissioners as assigned.
  • Representation and Meeting Attendance : Represents the District at meetings, conferences and other events, sponsored by members of the public power community, local service organizations and other entities, as deemed appropriate.
  • Department Functions : Responsible for ensuring that the District's policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures. Approve time records, provide appropriate coaching, employee development, feedback and performance appraisals. Formally address performance or behavior concerns of employees in accordance with federal, state and local regulatory requirements.
  • Maintains District electrical system by establishing preventive and on-going maintenance and testing programs and scheduling repairs.
  • Directs performance of coordination studies, system studies, voltage and fault studies, protective relay studies, electric system plans, long-range plans and other projects related to the electrical system.
  • Responsible for the engineering design of large and complex transmission and distribution projects. Interprets scope and requirements of projects, develops alternatives, recommends action, implements and provides project management. Determines electrical and mechanical requirements for equipment purchases and for construction.
  • Provides in-depth engineering data for District employees and customers. Works closely with other agencies within our service territory.
  • Oversees the design, configuration and maintenance of the District's SCADA network system.
  • Oversee design of overhead and underground facilities with an emphasis on service reliability, system operations and capacity for the existing and future electric system. Perform pre-construction and post-construction project walkdowns as needed.
  • Review, check and approve work orders, service request orders and service orders. Maintain required records and approve billings. Recommend and implement changes in work management processes, as necessary, and coordinate work with other departments.
  • Participates in standards meetings to gather input from line crews and others regarding material updates and changes. Advise, assist, recommend, and implement construction, material, and engineering standards. Maintain updated material requirements relating to construction standards.
  • Oversee the integration of customer generation facilities to the District's distribution system, including interconnection requirements and compliance with local, state, and federal codes.
  • Oversee all aspects of the Miscellaneous Dock Crew such as approving work orders, estimating, resolving billing issues, and approving payment for all completed work.
  • Ensure the District's Electric Service Requirements is up to date with the most current construction standards and complies with local, state, and federal codes.
  • Works closely with the Transmission and Distribution Superintendents to ensure customer needs are met. Performs the duties of other Transmission and Distribution Superintendents in their absence.
  • Responsible for adherence to applicable District policies, procedures, specifications, rules, and regulations. Provides recommendations for changes as needed.
  • Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.

Engineering Director - Target Hiring Range : $148,078 - $185,097 annually

Responsible for the overall management of the District's customer engineering, system engineering and mapping aspects of the District. Guides all engineering activities and projects within the District. Utilizes best practices to provide expert technical guidance for engineering initiatives and organize the installation, operation, maintenance, and repair of facilities and equipment.

  • Board of Commissioners : Responsible keeping the Board of Commissioners apprised of department efforts and for recommendations on matters requiring Commission action, under the direction of the General Manager. Attend regular and special meetings of the Commission each month.
  • Representation and Meeting Attendance : Represents the District at meetings, conferences, and other events, sponsored by members of the public power community, local service organizations and other entities, as deemed appropriate.
  • Succession of Authority : In the absence of the General Manager and Assistant General Manager may be called upon to assume the daily duties of that position, within the guidelines of the Succession of Authority policy, to effectively continue the business of the District.
  • Department Functions : Responsible for ensuring that the District's policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures. Approve time records, provide appropriate coaching, employee development, feedback, and performance appraisals. Formally address performance or behavior concerns of employees in accordance with federal, state, and local regulatory requirements.
  • Maintain District electrical systems by establishing and enforcing preventive and on-going maintenance, testing programs and scheduling repairs. Investigate complex and emerging technologies and products that add value to the District's transmission and distribution system.
  • Provide leadership for the maintenance, repair, and reliability of substation equipment and the development of testing and programming procedures for relay devices. Has overall responsibility for the implementation of the District's Supervisory control and data acquisition (SCADA) systems.
  • Oversee the long and short-range planning of the District's distribution, transmission, and substation systems. Directs performance of coordination studies, system studies, voltage and fault studies, protective relay studies, long-range plans and other projects related to the electrical system.
  • Ensure proper document management and editing procedures are in place and followed; solicit input and lead the evaluation of proposed changes or additions to existing standards with consideration of past and current industry best practices; develop recommendations for changes to existing or proposed new Construction Standards.
  • Direct the evaluation of materials, equipment, and engineering procedures, including development of substation and relay standards and guidelines.
  • Performs after-hours standby duty and is responsible for the department's emergency response.
  • Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.

    ENGINEERING MANAGER

    Education and experience : A bachelor's degree in electrical engineering or related field. Seven years progressively responsible working experience preferably with an electric utility, including three years of supervisory experience. An equivalent combination of education and experience that would provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job may be substituted.

    Knowledge, skills and abilities : Thorough knowledge of electric system engineering design and operation, including protection relays and SCADA systems. Thorough knowledge of electric system distribution and transmission engineering design and operation, GIS database principles and applications in an electric utility environment. Strong management and leadership skills including the ability to successfully work in a team environment, mentor staff, plan and organize. Ability to effectively listen and communicate orally and in writing. Proven ability to effectively supervise, evaluate and oversee the development of employees. Ability to develop and work within an annual budget.

    Character of supervision given : Responsible for the work performance of all department members. Supervisory activities consist of one-to-one, group and department meetings, informal discussions, performance evaluations and recommendations on employee training and development. Leads discussions, answers questions, and offers advice or insight into daily concerns.

    Work Location : Work may be performed in a hybrid environment both on-site and remotely and is subject to change based on business needs. Availability to report onsite at all times is required.

    Travel / Unusual working conditions : Occasional travel is required, by either air or automobile, to attend meetings, conferences, and community events.

    A valid Washington State Driver's License is required.

    ENGINEERING DIRECTOR

    Education and experience : A bachelor's degree in electrical engineering or related field. Requires ten years of progressively responsible work experience in the electric utility industry with a demonstrated knowledge and understanding of design, construction, and includes at least five years of senior level management experience. An equivalent combination of education and experience that would provide the necessary knowledge, skills, and abilities to successfully perform the essential functions of the job may be substituted.

    Knowledge, skills, and abilities : Thorough knowledge of electric system engineering design and operation, including protection relays and SCADA systems. Strong management and leadership skills including the ability to successfully work in a team environment, mentor staff, plan and organize. Ability to effectively listen and communicate orally and in writing. Skilled in the use of word processing, electronic spreadsheet, and database applications. Demonstrated ability to problem solve, work under pressure, and remain flexible.

    Character of supervision given : Responsible for the work performance of all department members. Supervisory activities consist of one-to-one, group and department meetings, informal discussions, performance evaluations and recommendations on employee training and development. Leads discussions, answers questions, and offers advice or insight into daily concerns. Through teamwork achieves success and demonstrates through example and action, support of all departmental goals and objectives by assisting other departments to meet their objectives and goals.
