Job Summary

The Engineering Manager is responsible for leading the planning and development of the District's distribution and transmission system needs. This position provides high-quality engineering design related to the planning, construction, operation, maintenance, and rehabilitation of the District's facilities.

Key Responsibilities

  • Strategic Alignment: Partners with the Management Leadership Team to execute the strategic direction, long-term goals, initiatives, priorities, and operating plan.
  • Leadership: Accountable for creating a department environment and culture that focuses on fulfilling the District's mission, vision, and values.
  • Management: Motivate, evaluate, and mentor department staff. Provide training and professional development opportunities.
  • Conduct: Model and drive a culture of accountability and discipline to attain and sustain department performance.
  • Annual Budget: Direct the development and administration of the department's system annual budget to ensure maximum utilization of resources and optimum financial positioning for the District.
  • Board of Commissioners: May attend regular or special meetings of the Board of Commissioners as assigned.
  • Representation and Meeting Attendance: Represents the District at meetings, conferences, and other events, sponsored by members of the public power community, local service organizations, and other entities, as deemed appropriate.
  • Responsible for ensuring that the District's policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures.
  • Maintains District electrical system by establishing preventive and on-going maintenance and testing programs and scheduling repairs.
  • Directs performance of coordination studies, system studies, voltage and fault studies, protective relay studies, electric system plans, long-range plans, and other projects related to the electrical system.
  • Responsible for the engineering design of large and complex transmission and distribution projects.
  • Provides in-depth engineering data for District employees and customers.
  • Works closely with other agencies within our service territory.
  • Oversees the design, configuration, and maintenance of the District's SCADA network system.
  • Oversee design of overhead and underground facilities with an emphasis on service reliability, system operations, and capacity for the existing and future electric system.
  • Review, check, and approve work orders, service request orders, and service orders.
  • Maintains required records and approves billings.
  • Recommend and implement changes in work management processes, as necessary, and coordinate work with other departments.
  • Participates in standards meetings to gather input from line crews and others regarding material updates and changes.
  • Advise, assist, recommend, and implement construction, material, and engineering standards.
  • Maintain updated material requirements relating to construction standards.
  • Oversee the integration of customer generation facilities to the District's distribution system, including interconnection requirements and compliance with local, state, and federal codes.
  • Oversee all aspects of the Miscellaneous Dock Crew such as approving work orders, estimating, resolving billing issues, and approving payment for all completed work.
  • Ensure the District's Electric Service Requirements is up to date with the most current construction standards and complies with local, state, and federal codes.
  • Works closely with the Transmission and Distribution Superintendents to ensure customer needs are met.
  • Performs the duties of other Transmission and Distribution Superintendents in their absence.
  • Responsible for adherence to applicable District policies, procedures, specifications, rules, and regulations.
  • Provides recommendations for changes as needed.
  • Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.

Requirements

  • A bachelor's degree in electrical engineering or related field.
  • Seven years progressively responsible working experience preferably with an electric utility, including three years of supervisory experience.
  • An equivalent combination of education and experience that would provide the necessary knowledge, skills, and abilities to successfully perform the essential functions of the job may be substituted.
