Bilingual Services Specialist I or II

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday;Â 7:30 a.m. - 4:30 p.m. with some evenings and weekends;Â full-benefits; grant funded

This position provides family support services to families with children from birth to 3 years of age, including parental education, career readiness, GED, and English language learning. It facilitates service coordination and linkage, ensuring families are connected to appropriate internal programs and external community resources that support their needs. The role also involves community outreach, waitlist planning and implementation, center capacity building, data collection and analysis, and maintaining an assigned caseload. Supervision is received from the Services Supervisor.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. Â For transfers and promotions, wage rates are calculated per County policy.Â

  • Advocate for families' needs, provide informal counseling and referrals to partnering agencies and community resources
  • Manage a caseload of families, develop solutions to effectively link families and agencies
  • Provide coaching in parenting skills interpersonal skills, career readiness skills, health and safety, and daily living skills
  • Provide direct support to families by helping them build skills for success in parental education, career readiness, GED preparation, and English language learning programs offered at the center
  • Support and advocate families as they take steps to access services
  • Assist participants in identifying and setting goals; track progress and achievement of participants goalsÂ
  • Maintain and track children's development progress
  • Develop and implement strategies for community engagement practices to support families which ensures appropriate resource connection
  • Assist in strengthening center capacity by identifying gaps in service delivery to enhance program effectiveness and accessibility
  • Engage in waitlist planning and implementation to maximize the centers capacity
  • Conduct data collection and analysis to support program growth and to enhance services provided
  • Complete required Maryland Family Network and Family Partnership Intake forms
  • Attend mandatory and non-mandated job-related webinars and or in person trainings
  • As needed, participate in outreach activities/events and community engagement efforts for the department and division
  • As needed, operate a County vehicle to transport participants to/from the center or other outreach sites
  • Maintain computerized files, daily logs, progress notes, outcomes
  • Perform other duties as assigned

Level l Requirements

  • Associate's degree in human services, social work, psychology, human development or related field
  • Minimum 2 years of direct service work experience in social work, case management, or another human services field providing service coordination to children, youth or families
  • Intermediate skills in Microsoft Office 365
  • Possession of a valid automobile drivers license
  • Secondary language skills in Spanish
  • Current certification in First Aid, CPR and other areas (infant/child and adult); or ability to be certified within 90 days of hireÂ
  • Note: Additional years of work experience may substitute for the educational requirementÂ

Level ll Requirements

  • Bachelors degree in human services, social work, psychology, human development or related field

Knowledge / Skills / Abilities

  • Ability to maintain County Authorized Driver privileges
  • Knowledge of local community services and available programs (local, state and federal) related to children, youth, families, and caregivers
  • Knowledge of child development
  • Strong clerical and record-keeping skills, including the ability to accurately perform basic math and financial functions
  • Ability to assess family needs and risks and work as part of a team to provide family support
  • Ability to accurately compile, analyze and present statistics and other program informationÂ
  • Ability to effectively access and utilize Microsoft Office Suite, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
  • Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervisionÂ
  • Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality
  • Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures
  • Ability to develop and maintain effective working relationships with persons of diverse educational, cultural, and economic backgrounds; public officials and program administrators; adult and adolescent program participants; co-workers and the general public

PREFERENCE MAY BE GIVEN FOR

  • Additional direct service work experience in social work, case management, or another human services field providing service coordination to children, youth, or families.
  • Prior work experience with Frederick County family support resource

Physical Requirements / Working Conditions

  • While working in this position, the employee is required to constantly sit and occasionally drive.
  • While working in this position, the employee is required to constantly work indoors.
  • The grant that funds this position will determine the duration of this position
  • Available for varied working hours to accommodate meetings and programs, etc. Â
  • Ability to provide own transportation to drive to residences, meetings, etc.
