Non-exempt; full-time; 40 of hours worked; Monday – Friday; 8 am to 5 pm; full benefits

This civilian administrative position is responsible for coordination of the administrative functions and supporting the operations of the Criminal Investigation Section of the Frederick County Sheriff’s Office, specifically the Sex Offender Registry, Fugitive Unit, and Pawn Section. The position oversees and performs technical functions associated with the Regional Automated Property Information Database (RAPID)/Leads Online, coordinates administrative and enforcement tasks related to pawn dealers, scrap metal processors, and vehicle recycling entities, as well as conducts essential administrative duties to ensure the efficient functioning of these units. Supervision is received from the Sex Offender Program Manager.

  • Coordinate the criminal investigations unit’s day to day workflow and operations to ensure the unit is running smoothly and effectively
  • Compose, prepare, and proofread correspondence, documents, memorandums, and reports for signature
  • Develop, revise, and implement procedures, processes, policies, forms, and presentations to improve office functions and support office operations
  • Compile, prepare, review, and approve data, forms, and reports for processing, while generating and maintaining monthly and yearly statistical data for programs
  • Manage administrative functions, provide training and support to Sheriff's Office personnel for RAPID/Leads Online, administer user IDs and access rights, monitor usage to prevent unauthorized access, and prepare for yearly audits administered by the RAPID Governance Board and LInX
  • Ensure compliance with Maryland laws by monitoring and implementing changes related to pawn dealers, scrap metal processors, and vehicle recyclers within Frederick County which includes staying updated on legislatives, adapting procedures to align with new regulations, and providing necessary guidance to relevant stakeholders 
  • Oversee the distribution of grant funds for the Maryland Criminal Intelligence Network Grant and the Gun Violence Reduction Initiative Grant by compiling and preparing quarterly statistical data and reports
  • Conduct random inspections of dealers, monitor secondhand transactions for regulatory compliance, and forward violations and supporting documentation to regulatory bodies; verify daily updates of pawn dealer and scrap metal processor transactions to RAPID/Leads Online
  • Perform comparison analysis between stolen property reports and transactions statewide, coordinate with pawn dealers for documentation and photographing of police-held items, recover stolen property for evidence, and complete related paperwork; perform vehicle and article verifications using METERS/NCIC
  • Maintain and update information on location of all licensed pawns dealers, scrap metal processors, and vehicle recyclers within Frederick County; monitor secondhand dealer transactions to ensure compliance with various Maryland regulations
  • Perform administrative duties for the Sex Offender Registry to include registrations, collecting DNA, fingerprinting, photographing offenders and coordinating compliance sweeps compile and log results into OffenderWatch and assist with community education and public events related to the registry
  • Manage the Gang Intel Database, including entry and monitoring of validated gang members; create and manage the Criminal Investigations on-call schedule and update incident and supplemental case reports, as needed
  • Manage the Case Cracker Interview Room Recording System and disseminate recordings as requested; oversee the Sheriff’s Office Tips Lines (email and phone), ensuring documentation and tracking of all tips
  • Attend local, state, and national meetings regarding the Sex Offender Registry and Fugitive Unit; represent FCSO at RAPID administrator’s meetings
  • Testify in court proceedings as needed
  • Perform other related duties as assigned

  • Associate’s degree
  • Minimum 4 years of administrative support work experience which includes workflow office coordination 
  • Intermediate skills in Microsoft 365
  • METERS/NCIC level CN2 certification or ability to receive within 3 months of hire
  • Possession of a valid automobile operator’s license
  • NOTE:  A combination of relevant experience and education may be counted towards the requirements of this position

KNOWLEDGE,SKILLS AND ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Working knowledge of federal, state, and local civil and criminal laws related to pawn, scrap metal, vehicle recycling, gambling, and sex offender
  • Knowledge of circuit court and district court legal process documents and FCSO policies and procedures
  • Strong clerical and record-keeping skills, including the ability to accurately perform basic math and financial functions
  • Ability to accurately compile and prepare statistical data and reports
  • Ability to effectively access and utilize Microsoft Office Suite, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
  • Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervision 
  • Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality
  • Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures and present information at meetings
  • Ability to establish and maintain effective working relationships with co-workers, representatives of cooperating agencies and the general public
  • Ability to follow Maryland RAPID Governance Board Standard Operating Procedures


PREFERENCE MAY BE GIVEN FOR:
  • Associate’s degree in criminal justice, business or related field 
  • Administrative work experience in a legal or law enforcement field
  • Additional related education

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly sit, reach and perform repetitive motions; frequently walk; occasionally climb, and stoop; and rarely lift up 50 pounds, push up to 40 pounds, pull up to 40 pounds and drive. 
  • While working in this position, the employee is required to constantly work indoors; and rarely work outdoors and walk on uneven ground. 

  • Available for flexible and varied evening and weekend work hours to accommodate meetings, special events, etc.
  • Ability to provide own transportation to meetings, etc.
  • This position is subject to random drug testing
  • Required certifications must be maintained throughout tenure of employment
