What are the responsibilities and job description for the Chief Electrical Inspector position at Frederick County Government?
Exempt; full-time; 40 hours per week (Monday - Friday; 7:00 a.m. - 3:30 p.m.); full benefits
This professional position is responsible for technical, administrative and supervisory work in the enforcement of all applicable adopted electrical codes and regulations, working through the Electrical Inspections Section of the Permits and Inspections Department (P&I). Supervision is given to Electrical Inspectors, and direction may be given to office support staff. Supervision is received from the Manager of Inspection Services and/or the Assistant Director of Permits & Inspections.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

- Supervise electrical inspection, enforcement and compliance programs
- Perform electrical and other required inspections during construction and upon completion, so as to ensure compliance with established regulations and standards of construction
- Interpret legal codes governing electrical installations
- Assist the Manager of Inspection Services and the Assistant Director of Permits & Inspections with research projects for the maintenance of various County plans and programs
- Provide electrical construction guidance for the Inspection staff
- Manage training and certification requirements of inspection staff
- Perform electrical plan review on commercial projects and other structures
- Coordinate electrical inspections with the Building and Plumbing Sections
- Review plans and specifications of proposed electrical installations to assure code compliance
- Represent P&I at meetings, seminars or at other times as needed
- Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- High school or vocational school graduation, or the equivalent
- Minimum 10 years of residential and commercial electrical work experience that must include a minimum 3 years of commercial work experience
- Minimum 1 year of supervisory work experience
- Possession of a current MD Master General License Electrician, or possession of a valid Frederick County, MD Master Electrician License (or another state/county equivalent) with ability to obtain the Frederick County MD Master General License Electrician within 6 months after hire current license must be maintained thereafter
- Possession of the following certifications or the ability to obtain within 6 months of hire:
- ICC Residential Electrical Inspector – E1
- ICC Commercial Electrical Inspector – E2
- Possession of the following certifications or the ability to obtain within 18 months of hire:
- ICC Residential Building Inspector – B1
- ICC Residential Plumbing Inspector – P1
- ICC Residential Mechanical Inspector – M1
- Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to maintain County Authorized Driver privileges
- Considerable knowledge of the methods and practices involved in installing, repairing and maintaining residential and commercial electrical installations
- Working knowledge of State and County electrical codes and related laws and ordinances
- Considerable knowledge of NFPA70 (National Electrical Code)
- Ability to effectively understand and interpret electrical plans and specifications and blueprints quickly and accurately and to compare them with the construction in process
- Ability to effectively determine all violations of the Frederick County MD Electrical Code Ordinance, to evaluate corrective actions, and to approve work in terms of NFPA70
- Ability to effectively instruct and supervise field inspection staff responsible for electrical code enforcement
- Ability to effectively coordinate inter-related functions of clerical, administrative and inspection staff
- Ability to effectively access and utilize the permit tracking system and other computerized data management systems and equipment, including data entry and retrieval
- Ability to develop and maintain effective working relationships with contractors, co-workers and the general public
- Strong and effective spoken and written (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
- Experience inspecting electrical work
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to frequently sit, walk, climb, stooping/kneeling/crouching, reaching, perform repetitive motions, and drive; rarely crawl, lift up to 50 lbs, push over 40 lb and pull over 40 lbs
- While working in this position, the employee is required to frequently work indoors, outdoors, walk on uneven ground, work in dirty, dusty and noisy environments; occasionally working near machinery; rarely works in hot/cold temperatures, in confined spaces, works below ground level, works near chemicals/fumes, and has potential exposure to infectious diseases
- Available for varied work schedule as needed to accommodate contractors, meetings and other commitments
- Required certifications must be maintained throughout employment
- This position is subject to random drug testing
