What are the responsibilities and job description for the Electrical Maintenance Supervisor position at Frederick County Government?
Non-exempt (compensatory and/or overtime eligible); full benefits; full time; 40 hours per week; varied days; 7:00 a.m. – 3:30 p.m.
This skilled technical and supervisory position is responsible for installation, routine repair and emergency repair of electrical apparatus and control systems at water and wastewater treatment, conveyance and storage facilities. Supervision is given to Electrical Maintenance Technicians and Electronic Instrumentation Technicians. Supervision is received from the Assistant Superintendent and/or Superintendent of Water & Sewer Maintenance.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

- Oversee the daily operation of the water and sewer electrical system
- Supervise all water and sewer electrical maintenance personnel; conduct weekly scheduling meetings; perform employee performance evaluations; recruit, hire, and train employees
- Maintain, troubleshoot and repair all electrical equipment in water and sewer facilities including hard-wired control circuits, line voltage equipment, flow meters, panel gauges, chart recorders, transducers, electric motors, well motors and pumps
- Maintain, troubleshoot, and repair SCADA equipment and integrate SCADA systems by installing conduit and wiring and hooking up inputs to system
- Design and build electrical control panels and individual control circuits
- Install new electrical equipment including motors, starters, metering equipment, lighting, receptacles, conduit, and wire in conduit
- Maintain purchasing and prepare budget requests for electrical and instrumentation departments
- Manage work order information by creating work orders, entering labor, equipment and notes
- Maintain accurate record keeping of work orders and materials
- Performs other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.- High school graduation or the equivalent
- Minimum 7 years industrial electrical maintenance work experience
- Minimum 2 years work experience supervising or directing the work of others
- Intermediate skills in Microsoft Office Suite
- Possession of valid automobile operator's license with the ability to obtain and maintain a Frederick County Employee Driving Permit
- Possession of a Frederick County or State of Maryland Master Electrician's license – or an equivalent license from another state with the ability to obtain the Frederick County or State of Maryland license within 6 months of hire
KNOWLEDGE/SKILLS/ABILITIES:
- Knowledge of programmable Logic Controller programming and troubleshooting and the ability to troubleshoot associated equipment
- Ability to use tools such as digital mult-meter, megohm meter, basic electric hand tools, 3 phase recording meter and software, drills, electric saws, conduit threading machine, conduit benders, hole punch wire pulling machine, hydraulic crimp tool, wrenches and laptop computer
- Knowledge of utility safety requirements such as confined space entry and hazardous energy Lockout Tagout
- Knowledge of Water Distribution and Wastewater Collection Systems
- Ability to establish effective working relationships with co-workers and the general public
PREFERENCE MAY BE GIVEN FOR:
- Experience working with Water Distribution and Wastewater Collection Systems
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position the employee is required to constantly sit and walk; frequently stoop and lift up to 20 pounds, and push and pull up to 40 pounds and drive; occasionally reach and perform repetitive motions; and rarely climb, crawl, and lift between 20-50 pounds,
- While working in this position the employee is required to constantly work indoors; frequently work outdoors; occasionally walk on uneven ground, work in a dirty, dusty and noisy environment, work in confined spaces, and is required to wear protective equipment; and rarely work in hot temperatures above 100 degrees, cold temperatures below 32 degrees, and work near machinery and chemicals/fumes
- In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check may be conducted
- This position is designated as security-sensitive, requiring a satisfactory background investigation conducted by the Frederick County Sheriff's Office in accordance with established Frederick County policy. Estimated completion time for this background investigation is 30 days.
- This position is subject to random drug testing
- Available for shift work if necessary and serve as a rotating on-call supervisor, as well as 24/7 response to emergency situations
