Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. – 5:00 p.m.; full-benefits   

This professional position will engage in investigating, analyzing, and recommending employee relations actions on behalf of the Division of Human Resources of Frederick County Government.  In addition, this individual will be responsible for administering workplace accommodation requests, processes related to the onboarding of candidates, and other programs within employee services.  Work is performed as part of an employee services team and supervision is received from the Employee Services Supervisor.

  • Investigate, gather, and analyze information to ensure that employment actions comply with established policies, operating procedures, human resource laws, and applicable collective bargaining agreements
  • Communicate with management and staff regularly regarding pending investigations and provide timely investigation reports with supporting documentation for all complete investigations 
  • Provide guidance to managers, supervisors and employees on employee relations matters; mediate general disagreements between managers and employees
  • Provide coaching, expertise and consultation to employees and managers in areas of behavior expectations, conflict resolution and disciplinary issues (including terminations) in accordance with HR policies and procedures
  • Analyze complaints, conduct workplace investigations, and provide recommendations to management in the handling of formal and informal complaints
  • Assist in administering the Drug and Alcohol Program and serve as a Designated Employer Representative (DER) in compliance with federal DOT drug and alcohol regulations
  • Review post-offer background investigation results, including justice system record information and psychological assessment reports and physical fitness assessments, and make recommendations regarding suitability for hire
  • Analyze, research, provide recommendations, and develop new policies or update existing policies on a variety of employment issues in compliance with evolving and current laws and organizational standards
  • Utilize employee and candidate data to proactively identify trends, opportunities and challenges and solutions; provide training or coaching in needed areas
  • As needed, provide support for legal proceedings applicable to HR (EEO, DOL, etc.)
  • May receive, analyze and manage requests for workplace accommodations; provide guidance, training, and technical assistance to employees and managers to ensure compliance with ADA regulations
  • As needed, research, analyze, prepare, and present reports to management for use in negotiations with employee organizations
  • Perform other related duties as required

  • Bachelor’s degree in Human Resources, Management, Business or Public Administration or a related field
  • Minimum 5 years recent progressively responsible work experience in human resources administration 
  • Intermediate skills in MS Office Suite
  • NOTE: A related master’s degree may reduce the work experience requirement

KNOWLEDGE / SKILLS / ABILITIES:

  • Extensive knowledge of the principles, methods, techniques, and practices of public personnel administration
  • Working knowledge of human resources policies, practices and tools and demonstrated knowledge of pertinent employment laws and regulations
  • Working knowledge of substance testing programs, including requirements within federal Department of Transportation regulations
  • Working knowledge of post-offer candidate screening techniques and ability to apply these to make determinations of suitability in compliance with applicable laws, policies, and best practices
  • Ability to apply principles of diversity, inclusion, equity, and belonging in all areas of responsibility   
  • Demonstrated ability in strategic thinking, internal consulting, conflict resolution, communication at all organizational levels, and managing change
  • Ability to effectively access and utilize word processing, spreadsheet, and data management systems and equipment
  • Ability to work with sensitive information and maintain confidentiality
  • Ability to organize work, establish priorities and complete assigned duties with minimal supervision and instruction
  • Strong analytical skills including the ability to accurately compile and analyze statistical information
  • Ability to establish and maintain effective working relationships with county employees, supervisors and leadership
  • Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise information to elected officials, media representatives, employee groups and other audiences

 PREFERENCE MAY BE GIVEN FOR:

  • Possession of current HR certification
  • Experience working in the public sector
  • Employee relations work experience that includes conducting workplace investigations
  • Experience with workplace drug and alcohol testing programs 

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly sit and perform repetitive motions; occasionally walk; and rarely stoop and reach
  • While working in this position, the employee is required to constantly work indoors
  • Flexibility in routine work schedule to accommodate meetings at various times, including nights and weekends
  • Ability to provide own transportation as needed
