Meter Maintenance Technician Trainee

Non-Exempt (overtime and/or compensatory time eligible; additional compensation to include annual boot allowance to purchase protective footwear and reimbursement of costs for initial licensure and subsequently licensure renewals); full-time; 40 hours per week; Monday - Friday; full-benefits.

This entry-level position will assist in the operation and maintenance of residential and commercial water meters. Individual will assist in the collection of water meter readings, water meter repairs and water meter installations.  Direction and supervision will be received from the Meter Maintenance Supervisor and/or Superintendent of Maintenance.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions.  For transfers and promotions, wage rates are calculated per County policy.

  •  Assist in the installation, maintenance and repair of water meters
  •  Perform routine and emergency meter reading activities
  • Assist in the calibration of residential and commercial water meters
  • Assist in the excavation and repair of underground water leaks, service laterals and related equipment
  •  Use power tools in the repair of above ground structures, underground vaults, and related infrastructure
  • Set up and properly use ladders, scaffolding and special facility access equipment
  • Assist in the assembly, erection and installation of confined space rescue and other safety equipment
  • Perform general labor tasks including (but not limited to) facility cleaning and custodial work
  •  Assist with the maintenance and stocking of maintenance vehicles with tools, equipment and supplies
  • Ability to accurately read meters, gauges and level indicators, etc.
  • Assist in troubleshooting service lateral leaks
  • Perform other related duties as required

  • High school or vocational school graduation or the equivalent
  • Possession of a valid automobile operator's license
  • Ability to obtain and maintain valid temporary certification issued by MD Board of Waterworks and Waste Systems Operators as Class 1 Water Distribution System Operator within 6 months after hire
  • NOTE: Possession of a Water Treatment Plant Operator Certification of a higher level is acceptable in lieu of obtaining a distribution certification

 
KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain County Authorized Driver privileges
  • Basic knowledge of plumbing practices
  • Knowledge of construction site hazards and appropriate safety precautions
  • Effective written and spoken (English) communication skills, including the ability to accurately complete forms and reports, and the ability to understand and follow written and spoken instructions
  • Ability to understand water meter readings, gauge readings and level indicators and interpret their significance

PREFERENCE MAY BE GIVEN FOR:
  • Related work experience

PHYSICAL DEMANDS / WORKING CONDITIONS:
  • Physical requirements also necessitate that facial hair is maintained to properly wear self-contained breathing apparatus (SCBA), full-face and half-face air purifying respirators and other job-specific safety equipment, and pass SCBA fit test throughout employment
  • While working in this position, the employee is required to constantly walk, stoop, kneel, crouch, reach and drive; frequently sit, lift up to 20 pounds and make repetitive motions; occasionally climb and lift between 20-50 pounds; rarely lift over 50 pounds, push and pull up to 40 pounds
  • While working in this position, the employee is required to constantly work outdoors, exposed to dirt, work below ground level, exposed to chemicals or fumes and required to wear protective equipment; frequently walk on uneven ground and work in confined spaces; occasionally work indoors, in cold temperatures below 32 degrees, exposed to noise, near machinery and potentially exposed to infectious diseases; rarely in hot temperatures over 100 degrees and exposed to dust
 

  • Within 6 months of hire, employee must satisfy at least 50% of PLPR level I training requirements.
  • After employee has passed the MD Water Distribution or a Class 1, 2, 3 or 4 Water Treatment Operator Certification and satisfied at least 50% of the Level I Tasks, Knowledge and Ability requirements for this position, employee may be upgraded to Meter Maintenance Technician I.
  • Within two years employee must satisfy proficiency level progress training requirements for the PLPR level II classification. The employee will be, otherwise, terminated from employment.
  • PLPR Level II is the basic functional level an employee must attain
  • Required certifications must be maintained throughout employment.
  • This position is designated as security-sensitive, requiring satisfactory background investigation, conducted by the Frederick County Sheriff's Office, in accordance with established Frederick County policy
  • In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check may be conducted.
  •  Available for rotating on-call schedule, shift work if necessary, and for emergency situations.


KIND OF EXAMINATION (may include):
 
  1. An evaluation of training and experience
  2. One or more interviews
  3. Satisfactory pre-employment pulmonary function test and SCBA fit test
  4. Pre-employment drug test and physical examination
  5. A pre-employment security sensitive background investigation
