The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The Facilities Maintenance and Engineering (FME) mission is to support the NCI at Frederick in their mission to cure cancer and AIDS. FME is responsible for the physical campus - its research laboratory space, administrative space, the infrastructure that supports the buildings, and the landscape that surrounds them. In addition, we are responsible for managing, planning, designing, and construction management of renovations at the FNLCR.
KEY ROLES/RESPONSIBILITIES
- Reviews plans, designs and oversees the construction of new, expanded and renovated facilities
- Reviews architectural, engineering, and cost estimates, functional studies, construction plans, specifications, and schedules
- Obtains and supervises staff and outside contractors
- Recommends architectural and engineering design procedures and standards
- Oversight the Quality Assurance program for construction and associated operations
- Conducts construction surveillance to ensure adherence to contractual requirements
- Supervisor of construction administrative staff, custodial services, and building operations, focusing on team completion of assignments and routines
- Accountable for meeting day-to-day and short-term targets, by setting priorities for the team
- Takes action to monitor and manage costs related to own work and that of the team
- Decisions are guided by policies, procedures and business plan; receives guidance and oversight from Project Operations Manager
- Resolves issues, which are often varied and non-routine, requiring some fact finding, clarification, and basic analysis
- Develops as necessary new standard operating procedures (SOPs) and reviews and updates existing SOPs
- Exchanges technical or nontechnical information with colleagues and immediate superior and/or customers
- Requires objective review of routine work problems, obtaining cooperation or approval
- Writes performance reviews
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or 4 years relevant experience in lieu of degree and 2 years as a lead/Supervisor. Foreign degrees will be evaluated for U.S. equivalency
- Ability to read mechanical, electrical, piping, HVAC, architectural drawings
- Experience with OSHA standards related construction safety practices and possession of OSHA 30 certificate
- Experience using the USACE Three Phase of construction Quality Assurance Program, and current USACE Certification
- Completed USACE Construction Quality Management for Contractors Course
- Proficient with Microsoft Office 365, Adobe Acrobat, and Bluebeam Revu
- Experience in auditing construction projects for compliance to specifications
- Strong interpersonal and communication skills both oral and written
- Proficient in the use of computers and Microsoft Office Suite
- Ability to lift and carry up to 25 lbs.; Position includes walking, standing, bending, stooping, climbing stairs, and exposure to dust or particulates
- This position is considered safety-sensitive and will be subject to random
drug testing per the Leidos Biomedical Research Drug Free Workplace Program - Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Four (4) years of experience managing commercial construction including two (2) years in the capacity as a construction superintendent
- Experience in subcontracting, development of statements of work, requests for proposals, and technical evaluations.
- Performed performance evaluations for employees under supervision
- Green Globes Professional
- MDE Responsible Person Certification
- Exposure to custodial operations for large campus situations
- Previous experience with laboratory and or health care related construction and renovations with complex HVAC and mechanical systems on projects in excess of $2M
