What are the responsibilities and job description for the License Ctr Specialist position at Freeborn County?
The License Center Clerk provides customer service to license motor vehicles, boats, snowmobiles, ATV’s and off-road vehicles. Processes driver’s licenses, ID’s, and instruction permit applications as well as commercial drivers license medical self-certifications. Processes title transfers and creates reports.
- Processes license and ID applications and renewal documents.
- Determines initial eligibility for license plates, disabled parking certificates and Minnesota Identification cards.
- Assists public with the purchase and issuance of licensing, answers customer inquiries in person and by phone.
- Processes vehicle registrations and title documents. Conducts research and validates information. Records transactions, issues receipts, deposits fees and reconciles records.
- Issues certificates, plates and decals for boats, snowmobile and all-terrain vehicles.
- Enters data into MNLARS computer system.
- Prepares daily and monthly reports.
- Maintains inventory of supplies, licenses and forms for the License Center, dealers and vendors.
- Assists in developing and implementing new or updated procedures and new rules and regulations.
- Participates in professional development by attending training and meetings.
While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with the County.
Position Requirements
- Knowledge of specialized or related laws, terminology, rules or technical requirements specific to the License Center operations.
- Knowledge of operations, policies and procedures of the Auditor/Treasurer’s Office, Freeborn County and relevant state agencies.
- Knowledge of modern office support, accounting, office equipment operations and general business practices.
- Ability to use computers and relevant software.
- Ability to perform mathematical computations accurately.
- Ability to maintain confidentiality and data privacy.
- Skill in managing time and setting priorities.
- Ability to administer operating rules and procedures under management guidance.
- Ability to use considerable analytical ability to interpret guidelines, policies and procedures.
- Ability to maintain effective communication and relationships within the department, with other department, with other agencies and with the public.
- High School Diploma or GED
- One to three years relevant work experience
- Or an equivalent combination of education, training and experience.
Physical and Mental Requirements
This job typically requires: sitting, standing, walking, feeling, manual dexterity, grasping, talking, hearing, typing, and seeing. There is significant exposure to computer keyboards and video screens. This position is generally light-duty and may require the exertion up to 10 pounds of force.
