What are the responsibilities and job description for the Accounting Spec-DHS position at Freeborn?
The DHS Accounting Specialist Sr. performs a variety of accounting procedures and bookkeeping duties under the DHS Accounting Supervisor and Finance Manager. This position maintains the Social Welfare Fund, Agency Collection System, and Revenue Recapture information for auditing purposes. In addition, this position performs accounts payable, billing, and accounts receivable functions for all Human Services areas. Financial and Accounting Duties and Responsibilities
• Helps prepare financial statements for the Comprehensive Annual Financial Report.
• Assists with Auditors and prepares necessary documents for Annual Report.
• Maintains Social Welfare Fund, Agency Collection System, and Revenue Recapture accounts.
• Processes all payments, billings, and receipts for the various Human Services areas.
• Manages representative payee accounts.
• Designs new reports as needed in Carelogic using SQL.
• Completes quarterly Child Foster Care Report for the State.
• Issues Emergency Electronic Benefit cards to eligible recipients.
• Reviews monthly time records for Targeted Case Management reporting.
• Reconciles information between the Revenue Recapture and Agency Collection System.
Additional Related Duties and Responsibilities
• Provides training and work direction to others.
• Maintains training and proficiency in a variety of computer systems including IFSpi, MMIS/MAXIS, SSIS, Carelogic, MN-ITS, ebtEDGE, and MEC2.
While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with the County.
Position Requirements

• Knowledge of accounting principles, practices and methods.
• Ability to perform mathematical computations accurately.
• Ability to use computers and relevant software.

• Ability to work with limited supervision with general autonomy under goals and objectives of supervisor.

• Must be knowledgeable and follow the Governmental Accounting Standards Board (GASB) rules.
Education and Experience
• Requires a four-year post high school degree in related field.
• Three years of relevant work experience.
• Or an equivalent combination of education, training and experience.
Licenses/Certifications
This position will require the acquisition and maintenance of the following additional licenses/certificates:
• Data Practices and Security Training.
• DHS Accounting Training.
• MEC2 Training
