Job Summary
Position Summary:
The Substance Abuse Clinical Director is responsible for the oversight, development, and clinical supervision of substance use disorder treatment services within the organization. This leadership role ensures that all services provided meet the regulatory and ethical standards established by the Virginia Department of Behavioral Health and Developmental Services (DBHDS), the Virginia Board of Counseling, Medicaid guidelines, and applicable accrediting bodies. The Clinical Director will supervise clinical staff, oversee service delivery, ensure treatment integrity, and support the organization's mission to provide high-quality, person-centered care.
Key Responsibilities:
- Provide clinical oversight for all substance abuse programs, including outpatient, intensive outpatient (IOP), and other levels of care as applicable.
- Ensure compliance with Virginia regulations (12VAC35-105), DBHDS licensing standards, and DMAS Medicaid requirements.
- Supervise licensed and credentialed staff (e.g., LPC, LCSW, LSATP, CSAC, QMHP-A/C, and residents under supervision) in the delivery of substance abuse services.
- Facilitate staff training, clinical meetings, case consultations, and performance evaluations.
- Develop, implement, and monitor individualized service plans (ISPs) and treatment modalities that align with evidence-based practices.
- Review and approve clinical documentation including assessments, progress notes, treatment plans, and discharge summaries.
- Conduct quality assurance reviews and monitor key performance indicators related to clinical outcomes and service delivery.
- Coordinate with other providers, referral sources, and stakeholders as needed to ensure integrated care and continuity of services.
- Participate in the development and enforcement of agency policies, procedures, and program goals.
- Support credentialing and licensing audits, inspections, and ongoing program development.
- Maintain current knowledge of laws, regulations, and ethical standards impacting substance abuse treatment in Virginia.
- Provide direct client care when necessary, including assessments, group/individual therapy, and crisis intervention.
Qualifications:
- Must hold an active and unrestricted Virginia license in one of the following:
- Licensed Professional Counselor (LPC)
- Licensed Clinical Social Worker (LCSW)
- Licensed Marriage and Family Therapist (LMFT)
- Licensed Substance Abuse Treatment Practitioner (LSATP)
- Minimum of two (2) years of post-licensure experience in providing and supervising substance use disorder services.
- Certification or eligibility as a Clinical Supervisor in accordance with Virginia Board of Counseling standards preferred.
- Experience supervising multidisciplinary teams and managing clinical programs.
- Demonstrated knowledge of evidence-based treatment for substance use disorders, co-occurring disorders, and trauma-informed care.
- Strong documentation, organizational, leadership, and communication skills.
- Proficiency in electronic health records (EHR) and familiarity with Medicaid and insurance billing practices.
- CPR/First Aid certification and completion of required DBHDS trainings (e.g., human rights, HIPAA, confidentiality).
Preferred Skills:
- Knowledge of ASAM Criteria and clinical utilization reviews.
- Experience with licensure inspections and audits by DBHDS or Medicaid.
Work Environment:
This role is primarily office-based with occasional travel to community sites, partner agencies, or training events. May require evening hours depending on program needs.
