SUPERVISORY RESPONSIBILITIES
Teachers, Teacher Assistant(s) and Food Services Assistants as assigned.
Limits of Authority:
Able to implement with little supervision the standards mandated by Head Start Program Performance Standards and Community Care Licensing.
SUMMARY
Overall responsibility for operation of the assigned center or site. Responsible for the coordination of entire center operations in accordance with Community Care Licensing and Head Start Program Performance Standards. Responsible for the educational development of each child in the classroom in accordance with established curriculum per Head Start Program Performance Standards, philosophy and mission.
Assist in achieving the agency’s vision, “For Those We Serve,” by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.
DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Teacher Duties:
Serves as a classroom teacher to facilitate each child’s growth in the areas of social, emotional and cognitive development and cultural awareness by assessing each child’s development and developing a program of study which meets the child’s individual needs.
Responsible for completing assessments on an on-going basis.
Prepares an individualized plan for each child, based on assessment and observations of the child.
Confers with each parent throughout the year to discuss his/her child’s growth and development, and establish school readiness goals.
Ensures that the special needs of children with disabilities are being met appropriately. This includes active involvement in implementing goals noted in the child’s Individual Education Plan (IEP) or Special Services Plan (SSP).
Provides a safe and healthy environment as required by Community Care Licensing Regulations and Head Start Program Performance Standards.
Creates an inviting and stimulating learning environment.
Serve as a bus monitor as needed.
Serves as substitute in other classrooms as needed.
Assists in training Teacher Assistant(s), allowing and encouraging participation in activity planning and program implementation. Encourages the Teacher Assistant(s) to learn to participate in all classroom, record-keeping and planning procedures.
Makes required home visits to each child’s home at indicated periods during the school year, one of which must be prior to child entering program.
Prepares records accurately and submits reports as required in a timely manner.
Participates in IEP process for all Head Start children.
Director Duties:
Coordinates center operations in accordance with Community Care Licensing requirements and Head Start Program Performance Standards.
Ensures that classes are staffed to meet the necessary staff/child ratio mandated by Community Care Licensing.
Reviews and maintains required Community Care Licensing personnel files.
Performs supervisory functions such as completing forms, reviewing employment applications, interviewing, issuing corrective action, completing performance evaluations, and generating separation forms etc.
Reviews teachers’ Weekly Activity Plans for developmental appropriateness and for compliance with Fresno EOC Head Start’s curriculum the Friday prior to being used.
Reviews Teachers’ files and reports to ensure they are accurate and up-to-date.
Monitors and observes classrooms on a routine basis and provides written reports, as required.
Oversees the implementation of curriculum to meet educational goals.
Coordinates the team approach to teaching and support services with other Head Start program service areas.
Conducts training and provides guidance to classroom staff related to education services goals, objectives and operation.
Responsible for maintaining a safe environment and for center security (LIC 610, evacuation/disaster drills, lockdowns, etc.).
Attends and participates in conferences, meetings and trainings, as required.
Orders and maintains adequate classroom and maintenance supplies.
Coordinates and monitors nutrition activities at the center.
Maintain confidentiality of records and information on Early Head Start/Head Start staff, children and families.
Conducts monthly education staff meetings and center safety meetings.
Reviews and approves assigned staff’s time sheets.
Prepares, coordinates and monitors site budget.
Assist in establishing transportation routes, schedules, bus stops and maintaining compliance with all rules and regulations governing the transportation of children.
Actively encourages and embraces diversity.
Models professionalism for staff, parents, children, clients, and community members. Promotes a collaborative environment within the service areas, program, and agency.
Adheres to the American with Disabilities Act (ADA-2010) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.
Maintains strict compliance with universal precautions in the classroom or during home visits and when administering first aid.
Promote parent/family engagement in various program activities, such as volunteering in the classroom, family/child home activities, attending program workshops and meetings, etc.
Travels for agency business using personal transportation.
Maintains regular attendance and punctuality.
Works evenings and weekends as required.
Performs other duties as assigned.
QUALIFICATIONS

Teacher Director I: is responsible for one class of 17-20 children (one (1) 6 hour, one (1) 7.5 hour or one (1) full day/full year classroom)
Teacher Director II: is responsible for two classes of 17-20 children per classroom (Two (2) 3.5 hour classes)
EDUCATION:
Teacher Director I/II
Associate’s Degree (required), Bachelor’s Degree (preferred) in Child Development (CD)/Early Childhood Education (ECE) or related field with a minimum of twenty-four (24) units in CD/ECE required.
Six (6) units in administration required.
Two (2) units adult supervision required.
EXPERIENCE:
Teacher Director I:
Twenty-four (24) working months as pre-school teacher required.
Twelve (12) working months staff supervision experience required.
Teacher Director II:
Twenty-Four (24) working months as pre-school teacher required.
Twenty-four (24) working months staff supervision experience required.
OTHER QUALIFICATIONS:
Maintain a valid California driver’s license, reliable transportation and adequate auto insurance as required by State law. Proof of insurance will be required.
Infant/Child CPR/First Aid certification with at least 15 hours of training on preventive health practices required.
Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.
Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).
Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.
Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:
1. The person submits a written statement from a licensed physician declaring that because of the person’s physical condition or medical circumstances, the immunization is not safe.
2. The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.
3. The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.
Bilingual in English/Spanish or English/Hmong/Lao or secondary language may be required based on the needs of the clients and the program.
Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.
Former Early Head Start/Head Start parents preferred.
Employment in Head Start (0 to 5) is contingent upon approval of the County-Wide Policy Council (CWPC).
