Personnel
- Sets specific job objectives; ensures that employees of the department know what is expected and the standards by which they will be appraised.
- Schedules and conducts regular department meetings to convey information, make assignments and monitor activity.
- Oversees daily operations of the department.
- Establishes and maintains effective two-way communication to understand the needs and concerns of employees.
- Ensures an initial orientation program as well as ongoing in-service training for all department staff.
- Conducts performance evaluations on department staff in a timely manner.
- In conjunction with the Human Resources Director, recruits, interviews and screens applicants for vacancies within the department.
Programmatic
- Assumes ultimate responsibility for the department planning and development.
- Ensures that the operations of the department adhere to all federal, state and local regulations, policies and guidelines.
- Participates in the development process including grant development and fundraising.
- Ensures the qualitative and quantitative achievement of program goals and objectives.
- Serves as the liaison between Friends Aware, Inc. and all external institutions that interface financially with programs administered within the agency.
- Accurately prepares and submits all required internal and external reports/plans/bills/payments in a timely manner.
- Ensures proper record keeping of all files and documents pertaining to the department.
- Develops and maintains a current Fiscal policy and procedure manual as well as a department operations manual.
- Ensures all equipment and furnishings utilized by the department are properly maintained and utilized to create a clean and safe environment for clients and staff.
- Works cooperatively with the Department Directors to develop, negotiate and monitor program budgets.
- Maintains responsibility for the integrity of the computerized accounting records including overall systems back-up and supplemental documentation.
- Reviews financial transactions for legality, compliance with all existing fiscal policies and procedures, and sufficiency of funds then authorizes all purchase orders.
- Ensures accurate preparation and maintenance of monthly financial reports, bank deposits, payroll, agency taxes, and property inventory.
- Reviews proposed salary actions to ensure conformance with established guidelines.
- Keeps an accurate account of all funds received and disbursed in the annual budgets of all programs
- Develops and maintains an Investment Policy to govern and safeguard the investments of the Agency.
- Provides orientation to staff as needed regarding fiscal operations, policies and procedures.
- Processes monthly and yearly closedown of agency financial records.
- Acts as an advocate on behalf of the disabled population in Allegany County.
- Attends all meetings, seminars, and trainings as required.
- Performs other duties as assigned by the Executive Director.

- Laws and Regulations which govern the funding for the Agencys programs.
- General and Special Provisions of program sub-grants or contracts.
- Approved Program Service Plans for each service FAI provides.
- Agency personnel, policies and procedures manuals, and practices.
- Policy resolutions from the Board of Directors.
Qualifications
Bachelors degree from an accredited college or university in Accounting and minimum of five years of full-time experience paralleling the major duties of this position.
- Knowledge and experience in government programs with multiple funding sources in preparation, analysis, and control of budgets
- Experience in using/managing automated general ledger, accounts payable, and payroll system.
- Problem analysis and decision making skills.
- Effective negotiation and conflict management skills.
- Excellent verbal, written, and interpersonal skills.
- Ability to effectively handle multiple complex tasks in a highly pressured and constantly changing environment.
- Ability to read and interpret regulations.
8. Eligible to be bonded.
9. Ability to organize, analyze, interpret and evaluate financial management data for the solution of management and accounting problems.
10. Ability to make calculations quickly and accurately by use of calculating machines; to comprehend, remember and carry out oral and written explanation or demonstrations; to perform the compilation of data and the preparation of financial and other important statements.
- Knowledge of Generally Accepted Accounting Procedures.
- Proficient in Windows based software (ie: Word, Excel, Publisher, Internet Explorer, etc.) and an ability to learn and effectively use other software applications within agency designated timeframe.
Salary : $70,720 - $87,360
