Position Title: HVRP Program Manager

Reports To: Division Director (AimHire)

Classification: Regular Full-Time (Exempt) 

Location:  1436 U Street NW, Washington, DC 20009 In Office, w/ Hybrid Allowance. 

Hours: 9:00 AM -5:00 PM, some evenings and weekends may be required

Summary of Position: 

Under the AimHire Division Director (DD) supervision, the HVRP Program Manager supports HVRP by promoting the vision and delivery of person-centered workforce development services at Friendship Place. Using the HVRP model, this position supports program development and delivers impact-driven outcomes through public and private partners. The HVRP Program Manager will be key in conducting participant, provider, and employer outreach to ensure robust referrals and connections to key supports, services, and stakeholders across DC. The position must have the ability to build strong relationships with diverse groups of people and have a strong commitment to serve individuals who are unemployed/underemployed, living with substance abuse and mental health issues, connected to the criminal justice system, and/or experiencing homelessness. (Veterans, Seniors, LGBTQ , etc.). This position must demonstrate the ability to make sound and timely decisions related to program needs, complete detailed and timely data reporting to funders, and be well-versed in program administration. This position must also be able to work collaboratively with other departments, participants, and stakeholders to support conflict resolution, program consistency, and program. This position is 100% supported by a grant from the US Department of Labor - Veterans Employment & Training Services (VETS) Division.


Essential Duties and Responsibilities:

A) Leadership and Administration

  • Ensures all aspects of contracts (data, training, deliverables) are implemented and notifies responsible parties of updates as necessary.
  • Supports the Division Director – AimHire in designing, developing, and implementing HVRP and ensures that service delivery is consistent, effective, participant-driven, and quality-oriented.
  • Participates in the interviewing and selection of new staff.
  • Ensures staff meets objectives by analyzing and accessing program design, staffing, and resources.
  • Providers need training, supervision, instructive mentorship, coaching, and guidance in direct/indirect reports.
  • Ensures documentation standards and model practices are consistently reviewed to ensure quality and accuracy.
  • Provides review and authorization for all project-related costs.

B) Program Management

  • Foster an inclusive, transparent, and innovative environment that provides quality services to participants while promoting staff's health, well-being, and professional development.
  • Accomplish program objectives by managing staff, including communicating job expectations, staff development, and goal setting; monitoring and appraising job performance; and communicating employee performance.
  • Problem-solving creative solutions in difficult participant situations.
  • Respond to crisis situations and participant concerns/complaints.

C) Division/Department Operations

  • Provide staff support and maintain an inclusive, collaborative, and safe environment.
  • Assist staff in navigating supportive services to help participants remove barriers to employment or training for self-sufficiency.
  • Recruit and hire new employees and coordinate orientation and training schedules.
  • Assist DD in conducting staff meetings, training, and annual retreats.
  • Understand workforce systems and provide coaching to staff on employment and training services as needed.
  • Develop training materials to support staff and participants with successful service engagement and job readiness.


D) Additional Responsibilities

  • Ensure documentation necessary for highest quality care through paper/physical and electronic filing systems.
  • Ensure data quality and the timely completion of required assessments for all assigned participants.
  • Participate in the planning and development of new projects as they relate to participant services.
  • Assess the safety/well-being of participants and activate emergency services and other necessary support as needed.
  • Actively participate in case meetings, staff meetings, and supervisions.
  • Actively attend and participate in all required training per contract requirements.
  • Perform other duties as assigned.

Requirements

Education/Experience Requirement

  • Bachelor's Degree and 2 years' experience working with vulnerable populations (Required) or
  • HSD/GED and a minimum of 5-6 years of workforce development experience are required; human services experience is highly preferred.
  • Prior relevant work experience with individuals who have experienced vulnerable situations (housing instability, homelessness), veterans, and/or other individuals from historically marginalized communities is strongly preferred.
  • Prior supervisory experience or demonstrated leadership is strongly preferred.

  • Proficient in Microsoft Programs (Word, Excel, PowerPoint, Outlook, etc.), Internet services, and web-based surveys
  • Experience with Homeless Management Information System (HMIS) is a plus.

Working Conditions

The position will involve spending time between office/desk settings, traveling to meet with participant households across the service area, training, and attending meetings/engagements with key stakeholders. Field and Community-Based work comprise up to 25% of the position (including driving time for position responsibilities). 


Physical and Environmental Requirements

The position requires splitting time between an office setting, traveling to engagements via car or public transportation across the community, and home visitations. Employees must be able to sit for extended periods of time with repetitive motions and positions. Some lifting may be required (up to 20-25lbs).  


Background Checks

The selected candidate will be required to complete and pass background checks specific to contract requirements, which may include a criminal history background check and/or fingerprinting, an FBI Background Check, a DC Metropolitan Police Background Check, a State-of-Residence Police Background Check, a DC Child Abuse Registry (CFSA) check, a National Sex Offender Registry Check, a Drug Panel and Alcohol Screening, a Tuberculosis Test, a Driving Record check (for positions transporting participants), and confirmation of a COVID-19 vaccination record.

Specific Requirements

Must have own transportation to carry out job duties and responsibilities. The vehicle must meet legal requirements (insured, registered, etc.), and the employee must have a valid driver’s license.

Compensation: The starting annual salary is between $58,333.86 and $63,800, based on a step system. A candidate’s starting pay is determined based on meeting the basic position requirements, education, credentials, and/or work experience. Please Note: The step system is set and not open to pay negotiation.
