The Opportunity
A Fortune 500 telecommunications company seeks a Tower Permitting Specialist for a long-term, temporary basis for at least twelve months, possibly longer. The position is open to multiple office locations, including Canonsburg, PA, Houston, TX, or Downers Grove, IL and the schedule is hybrid, Monday and Friday are WFH and in-office days are Tuesday through Thursday. The hourly rate is $35 - $40, plus benefits.
Primary Duties
The Tower Permitting Specialist will be responsible for preparing and submitting entitlement applications, permits, and agreements that enable the installation of communication facilities across the Company's infrastructure, including poles, towers, fiber, and other facilities. This role requires in-depth knowledge of municipal processes, local codes, and ordinances, as well as consistent communication with local governments and jurisdictions. Additional duties include the following :
- Prepare and submit zoning and permitting applications, monitor their progress, and coordinate responses to additional information requests from municipalities.
- Work with design teams to create permit drawings and construction documents for towers, utilities, and ground equipment, ensuring compliance with local requirements.
- Negotiate with jurisdictions to resolve discrepancies between required and preferred conditions.
- Provide regular updates to production teams and stakeholders regarding the status of permitting tasks.
- Serve as the entitlement lead in weekly customer meetings, ensuring alignment with state and local telecommunications codes, including understanding and articulating federal wireless facility deployment laws (Sec. 6409).
- Prepare necessary documents, such as 30-day and 60-day shot clock letters, for jurisdictions.
- Communicate conditions of zoning approval to internal teams and ensure all permitting activities are tracked and documented accurately.
- Build and maintain strong relationships with municipal staff, including planners, zoning officials, inspectors, and council members.
- Represent the company at municipal meetings to secure zoning approvals.
- Resolve complex permitting or zoning issues by acting as a liaison between the jurisdiction and the Legal team.
- Identify and assess risks related to zoning and permitting requirements for each project, offering alternative solutions where necessary.
- Manage the payment of applicable permitting fees and ensure proper allocation for reimbursement.
- Participate in pre-project planning meetings with customers and internal teams to understand zoning and permitting requirements.
- Manage external vendors as necessary and collaborate with internal teams to streamline permitting processes.
