The Program Specialist 4 (PS4) serves as a mail solutions expert for Washington State Government, overseeing mail operations, implementing industry advancements, and managing mail-related contracts. This role supervises a small production team, ensures efficient mail handling, and supports daily operations in a fast-paced, dynamic environment.

The Program Specialist 4 (PS4) serves as a mail solutions expert for Washington State Government, overseeing mail operations, implementing industry advancements, and managing mail-related contracts. This role supervises a small production team, ensures efficient mail handling, and supports daily operations in a fast-paced, dynamic environment.
Key Responsibilities:

Mail Solutions Specialist:
- Analyze and recommend new mail technologies for cost-effectiveness.
- Conduct industry research to meet current and future business needs.
- Develop policies, procedures, and standards for mail operations.
- Help procure mail services and equipment contracts.

Team Supervision and Operations Management:
- Lead presort section production and quality control.
- Coordinate resources and manage daily operations for timely mail processing.
- Maintain and develop Standard Operating Procedures (SOPs).
- Facilitate daily team huddles and ensure compliance with quality measures.

Administrative and Support Duties:
- Prepare reports and recommendations.
- Backfill for the Mail Production Manager and assist other sections as needed.
- Provide on-call support for customer, safety, and security issues.
Required Qualifications:

Education/Experience:
- Bachelor’s degree and 4 years in a mail, warehouse, production, or service industry environment, or equivalent experience.

Other Requirements:
- Valid unrestricted driver’s license with a clean record.
- Willingness to undergo a background check.
Preferred Qualifications:
- Mail Design Professional (MDP) certification (or ability to attain within six months).
- Demonstrated leadership in mail or production environments.
