In this role, you will provide oversight of the daily operations of the Caregiver Support Services programs which include the Family Caregiver Support Program (FCSP), the Kinship Navigator Program (KNP), Kinship Caregiver Support Program (KCSP), and the Medicaid Transformation Program’s (MTP)  two programs--Medicaid Alternative Care and Tailored Supports for Older Adults (MAC/TSOA), including direct supervision of the Intake Specialists, Family Caregiver Support Specialists, the Kinship Navigator, and the Caregiver Customer Service Representative. These diverse social service programs support families, unpaid and kinship caregivers, and individuals in need of long-term services and supports. Participate in planning and evaluation of the program. Train and supervise staff to ensure compliance and implementation of service goals and objectives. Provide consultation and education to other FBH staff and to the community. Facilitate communication with staff, clients, community, and ALTCEW.   

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Provide initial and ongoing staff training that builds knowledge and skills, enhances team building and staff retention, elevates staff morale, and meets contractual requirements.

  • Assist Program Administrator and Director in developing policies, procedures/guidelines and practices relating to the Caregiver Support Services programs. 

  • Participate in planning and evaluation of the program.

  • Knowledge and understanding of contractual agreements with ALTCEW including but not limited to projections of services usage, program goals, program funding levels, staffing levels, and reporting.

  • Manage Caregiver Support Services staff personnel issues, including but not limited to performance evaluations, disciplinary measures (if necessary), and payroll accountability.

  • Attend and participate in management meetings and lead team meetings.

  • Provide support for staff including supervision, access, and training in electronic medical records.

  • Monitor program performance and provide routine and ad hoc reports. Program monitoring to include provision of client services, the programs’ performance, and coordinate with Finance and Accounting on the program’s budget and expenditures.

  • Utilize monitoring tools to ensure staff’s compliance with contract.

  • Monitor and facilitate communication of staff, families we serve, interagency and treatment/client interaction.

  • Maintain and enhance customer service to ensure that both external and internal customers of FBH have a positive experience at FBH.

  • Ensure all assigned staff perform FBH charting requirements, correspondence, Dayforce, and other paperwork in a complete and timely manner.

  • Provide consultation, outreach, and education to clients, the community, and FBH staff.

  • Review and assign referrals (for FCSP, MAC, TSOA), manage staff caseload sizes, assignments, progress on referrals and assigned cases.

  • Knowledge of Long-Term Services and Supports, vendors, community partners and other relevant resources available in Washington State.

  • Manage FCSP and KCSP budgets, allocate program resources, authorize purchase orders, review usage trends, prepare, analyze, and provide data to meet reporting requirements.

  • Participate in interviewing and hiring of staff. 

  • Ensure staff receive required trainings (TCARE National, Relias, Powerful Tools for Caregivers, etc.)

  • Keep reports on referral statistics and other relevant metrics.

  • Coordinate and communicate with agencies such as Community Living Connections, HCS, and Adult Protective Services when necessary.

  • Respond to client issues and constituent complaints.

  • Review regularly the progress of all assigned staff to be sure that no discrimination is occurring.

  • Other duties as assigned.

QUALIFIED APPLICANTS WILL HAVE:

REQUIRED:

  • Master’s degree in behavioral health or health sciences and three years on-the-job social service experience; OR

  • Bachelor’s degree in behavioral health or health sciences and four years on-the-job social service experience; OR

  • Master’s degree in any other field and five years of paid on-the-job social service experience; OR

  • Bachelor’s degree in any other field and six years of paid on-the-job social service experience.

  • Must apply for Agency Affiliation within 30 days of hire and obtain Agency Affiliation within 90 days of hire.

PREFERRED:

  • Previous supervisory experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of Aging and Long-Term Care of Eastern Washington (ALTCEW).

  • Knowledge and understanding of screening, assessment, and care planning process for FCSP, MAC/TSOA and KCSP.

  • Demonstrated ability to train and supervise staff in service delivery and assure staff compliance with administrative requirements.

  • Knowledge of models of service delivery.

  • Ability to communicate and engage effectively with individuals of varied, backgrounds, trauma experiences, cultures, education level and socio-economic status.

  • This position requires travel within the Spokane Community and must have reliable transportation, insurance, an active driver’s license and be willing to use personal vehicle in the course of work.

  • This position provided client services in-office and within the community at large on a occasional to frequent basis. Community settings include but are not limited to residences, group/congregate living settings, hospitals, shelters, the streets or anywhere in the community at large. Some environments may not be ideal in terms of cleanliness or being habitable.

  • Occasional frequent travel between locations is required.

  • The ability to drive a vehicle, traverse distances up to several city blocks and on various terrains, navigate stairs, get in and out of vehicles frequently is required.

  • Daily use of a computer is required.

  • May be required to lift 10 - 20 pounds. 

  • Blood-borne Pathogen Category III - No predictable exposure to blood-borne pathogens.

PAY RANGE (Salary/Exempt): $73,852.48 - $89,973.52*

 

*All pay is based on longevity at Frontier Behavioral Health, thus, the starting pay is $73,852.48 annually.
