Position Summary
The Clinical Director is an independently licensed mental health professional with responsibility for providing clinical leadership of the Assisted Group Living Department, including the Adult Behavioral Health Therapeutic Program (ABHTH). Under the direct supervision of the AGL Administrator, this position is responsible for supervision of the Clinical Program Managers, Clinical Support Specialist, Area Nurse and ABHTH Program Manager monitoring quality of service provision and advocacy for needed services. This is a highly skilled professional position which provides clinical leadership to the behavioral health team including service plan development, clinical behavioral health interventions, documentation, and staff clinical oversight and training to ensure compliance with regulatory and contractual requirements. This position is classified as Safety Sensitive.
This position has supervisory direct reports who oversees 5-7 direct reports.
Essential Functions :

Leadership and Supervision
Working in partnership with senior leadership, develops strategic alignment plan for facilities and providers in support of FSL’s strategic plan. With a focus on leadership, mission, culture, strategy, best practices and continuous improvement, performs the following :
- Manages and provides supervision to licensed Clinical Program Managers.
- Oversees activities of and manages Area Nurse.
- Provides Clinical Supervision to clinical staff in obtaining independent licensure that meets the requirements of the AZBBHE.
- Oversees the provision of clinical services and regulatory standards of the Outpatient Treatment Center license as the Collaborating Healthcare Institution for the ABHTH program.
- Provides oversight of clinical services to the ABHTFC program participants and AGL participants as needed and clinically indicated.
- Responsible for the provision of quality counseling services in the programs.
- Oversees the provision of clinical oversight for BHT’s by the Clinical Program Managers within licensing guidelines.
- Provides leadership for the training and education of staff.
- Oversees and participates in the admission, discharge planning and placement processes of clients in AGL and ABHTH programs.
- Assists Administrator with policy and procedure development and review as it pertains to clinical needs.
- Participates in external meetings as necessary to represent the department, including funder-facilitated meetings.
- Represent FSL in stakeholder and funder relationships, with the goal of being a Provider of Choice.
- Provides training, consultation and support to families and other caregivers as needed.
- Conducts performance evaluations that are timely and constructive.
- Oversees the development and growth of department staff.
- Handles discipline and termination of employees as needed and in accordance with company policy.
- Ensures compliance with all federal, state, local, and other applicable regulatory and / or program requirements to include audit readiness.
Care Delivery
Oversees the development of behavioral health assessments, treatment plans behavior management plans and other clinical documentation according to departmental guidelines and best practices.Participates in staffing and case reviews and makes recommendations for care enhancements.Provides on-call administrative coverage.Acts as a liaison with clients, stakeholders and service team members to facilitate client needs.Acts as a liaison with clients, stakeholders and service team members to facilitate client needs.Provides training, consultation and support to families and other caregivers as needed.Assists clinical staff in crisis intervention and critical incident debriefings to ensure appropriate services.Creates counseling content for in-home groups. Drives Performance and Quality Improvement initiatives at the program and agency level by proving feedback and new ideas for elevating performance improvements.Directly responsible for the quality monitoring and compliance of clinical services and documentation directed toward achieving quality outcomes and services for our residents.Assists the Administrator with tracking data for quality improvement initiatives within the department to improve client health outcomes and staff development.Oversees the completion of incident reports and follow-up with outside agencies as required.Serves as team member on various committees and quality management teams.Participates in Utilization Management (UM) functions, including Continued Stay Reviews with internal and external stakeholders.Participates in regular staff meetings and other forms of communication with staff.Ensures compliance with RBHA and other funders such as United Health Care / Optum, and Arizona Long Term Care health plans.Coordinates team efforts through regular team meetings.Miscellaneous

Education / Experience / Credentials / Knowledge / Understanding
Master’s degree and independently licensed through the Arizona Board of Behavioral Health Examiners as a Behavioral Health Professional (LCSW or LPC).Comprehensive understanding of the treatment of psychiatric illness / drugs.Experience working with the adult SMI population.5 years’ experience in the mental health field.Minimum of two years’ experience in a clinical supervisory capacity.High level knowledge of state and local regulatory requirements.Comprehensive knowledge and experience with behavioral management.Excellent communication skills; superior writing skills and basic computer skills.Must have, or be able to obtain, a Level One Fingerprint Clearance Card through the Department of Public Safety background check / fingerprint clearance process.Skills
