Position Summary

The Lead Behavioral Health Professional is an independently licensed mental health professional with responsibility for providing clinical supervision for the Assisted Group Living Department and the Adult Behavioral Health Therapeutic (ABHTH) program. The Lead Behavioral Health Professional also provides clinical services within the Department to the behavioral health and co-occurring clients including treatment planning, clinical behavioral health interventions, individual and group counseling, client screenings and intake assessments as well as discharge planning to a caseload of 10 to 20 clients.

Under the direct supervision of the AGL Administrator, this position is responsible for supervision of the Clinical Program Managers, Clinical Support Specialist, and ABHTH Program Manager monitoring quality of service provision and advocacy for needed services. This is a professional position which provides clinical supervision to associate level behavioral health professionals including clinical behavioral health interventions, documentation, and training to ensure compliance with regulatory and contractual requirements. This position is classified as Safety Sensitive.

This position has supervisory direct reports who oversees 3-5 direct reports.

Essential Functions :

Supervision

Working in partnership with senior leadership, develops strategic alignment plan for facilities and providers in support of FSL’s strategic plan. With a focus on supervision, mission, culture, best practices and continuous improvement, performs the following :

  • Manages and provides supervision to licensed Clinical Program Managers.
  • Provides Clinical Supervision to clinical staff in obtaining independent licensure that meets the requirements of the AZBBHE.
  • Oversees the provision of clinical services and regulatory standards of the Outpatient Treatment Center license as the Collaborating Healthcare Institution for the ABHTH program.
  • Provides oversight of clinical services to the ABHTFC program participants and AGL participants as needed and clinically indicated.
  • Responsible for the provision of quality counseling services in the programs.
  • Oversees the provision of clinical oversight for BHT’s by the Clinical Program Managers within licensing guidelines.
  • Provides leadership for the training and education of staff.
  • Oversees and participates in the admission, discharge planning and placement processes of clients in AGL and ABHTH programs.
  • Participates in external meetings as necessary to represent the department, including funder-facilitated meetings.
  • Represent FSL in stakeholder and funder relationships, with the goal of being a Provider of Choice.
  • Provides training, consultation and support to families and other caregivers as needed.
  • Conducts performance evaluations that are timely and constructive.
  • Oversees the development and growth of department staff.
  • Handles discipline and termination of employees as needed and in accordance with company policy.
  • Ensures compliance with all federal, state, local, and other applicable regulatory and / or program requirements to include audit readiness.

Care Delivery

Delivers high-quality patient care and serves as a role model in maintaining standards of client care by carrying out the following duties :

  • Coordinates in the admission, treatment / crisis / discharge planning processes of SMI individuals needing supportive, therapeutic housing and services in the AGL and the ABHTH programs.
  • Conducts psychosocial assessments and utilizes them to create treatment plans.
  • Troubleshoots client behavior management issues and contracts for safety and desired behaviors.
  • Provides individual and group counseling to the ABHTFC and AGL participants as needed and clinically indicated, including substance use / misuse / abuse counseling as appropriate.
  • Meets with clients monthly to facilitate client treatment plan reviews and makes recommendations for ongoing treatment, behavioral health services and discharge planning.
  • Intervenes in client crises to facilitate appropriate services.
  • Completes incident reports as required per licensure regulations and follow up with outside agencies and clients as required.
  • Quality, Compliance & Continuous Improvement

  • Assists with quality monitoring and compliance of clinical services and documentation directed toward achieving quality outcomes and services for the residents.
  • Oversees the completion of incident reports and follow-up with outside agencies as required.
  • Participates in Utilization Management (UM) functions, including Continued Stay Reviews with internal and external stakeholders.
  • Participates in regular staff meetings and other forms of communication with staff.
  • Ensures compliance with RBHA and other funders such as United Health Care / Optum, and Arizona Long Term Care health plans.
  • Coordinates team efforts through regular team meetings.

  • Supports and encourages linkage with other FSL programs, services, and facilities.

  • Requirements

    Education / Experience / Credentials / Knowledge / Understanding

  • Master’s degree and independently licensed through the Arizona Board of Behavioral Health Examiners as a Behavioral Health Professional (LCSW or LPC).
  • Holds Clinical Supervision credential with the Arizona Board of Behavioral Health Examiners.
  • Comprehensive understanding of the treatment of psychiatric illness / substance use.
  • Experience working with the adult SMI population.
  • 3 years’ experience in the mental health field.
  • Knowledge of or willingness to learn state and local regulatory requirements.
  • Experience with behavioral management.
  • Excellent communication skills; superior writing skills and basic computer skills.
  • Must have, or be able to obtain, a Level One Fingerprint Clearance Card through the Department of Public Safety background check / fingerprint clearance process.
  • Skills
