THE ANNUAL SALARY FOR THIS POSITION IS $107,651.00

MINIMUM QUALIFICATIONS :

Bachelor degree in Business or Public Administration supplemented by five years of progressively responsible experience in Project Management, Human Resources, Budget Operations, or a related field to include three years of supervisory experience in the field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required : Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination :

The examination will consist of a review of education and experience, accomplished be analysis of the application. Purpose of Classification :

The purpose of this position is to direct and manage all budget related activity including grants, procurement, purchasing, acquisition controls; manages, directs, evaluates and oversees staff supporting Internal Services (GCIC / CJIS Operations, HR / Payroll Operations, Evidence Room, and Administrative Support to Executive Staff) of the Marshal's Department; direct report to Department Head in long-range planning, policy and personnel development.

Essential Functions :

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Reports directly to the Marshal : advise Marshal on activities or concerns related to policies, procedures, accreditation standards, disciplinary proceedings, and strategic solution management.

Supervises, directs, oversees workload and evaluates assigned staff supporting Internal Services Operations (Budget, HR, Payroll, GCIC operations, office management, Evidence processing).

Primary responsibilities include all Internal Services activities with regards to GCIC / CJIS Operations, HR / Payroll Operations, Asset Management / Evidence Room, Administrative Support to Executive Staff, and budget development.

Chief responsibility for developing and administering the departmental budget : conducts necessary research for the creation of the Zero-based budget (ZBB) used to compile and justify all expenses for the year and to make recommendations on how to incorporate new departmental initiatives and objectives. This is a cumulative and comprehensive budget that includes all budget reports on a monthly basis to ensure that expenses expenditure do not fall behind. It is also used to develop the projected expenses needed for budget soundings.

Generate other spreadsheets needed to assist executive staff in decision making : AMS Procurement Summary - tracks requisitions and purchase orders.

Writing policies regarding grants, process grant-renewal applications, monitor salary and overtime budget closely, as well as other expenditures for the department.

Procurement requirements : approves vendor selection for commodity totaling more than $2500.00; solicit quotes from vendors for commodity less than $2500.00; all invoices are approved for payment based on her signature.

Develops, directs, manage, reconcile and adjust all budget related activities for the Marshal Department operations.

Interact with other external departments :

Human Resources Management and Finance- regarding personnel related matters such hiring, promoting, funding, budgeting and payouts.

Purchasing - submitting new vendor information and description of services or commodity that will be provided, monthly budget reports and transfer budget transaction.

Information Technology - regarding discrepancies in the account payables process, or other related computer tech issues.

Interacts with outside agencies :

USDOJ, External Affairs, Communications, and other agencies on the basis of overtime and expense reimbursements as it relates to grants funding.

Commission on Accreditation for Law Enforcement Agency (CALEA) regarding public safety services standards for the Fulton County Marshal Department.

Give presentations to executive staff on matters regarding updates on CALEA policies, implementing changes through executive management.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
