CURRENT VACANCY IN THE EMERGENCY SERVICES DEPARTMENT

Minimum Qualifications:
Bachelor's Degree in business or public administration, public safety or a related field required; supplemented by five years of progressively responsible experience managing the operations of an emergency communications department, to include two years of management or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Must possess and maintain the following: Georgia Peace Officer Standards and Training (POST) Certification, Emergency Medical Dispatch (EMD) Certification, Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) Certification, and Cardiopulmonary Resuscitation (CPR) Certification.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

The purpose of this classification is to oversee and manage operations and activities of the 9-1-1 Emergency Communications System in Fulton County by supervising E911Shift Supervisors and staff, ensuring timely receipt, dispatch, and handling of requests for services. Responsibilities include managing assigned staff and ensuring that employees are performing in accordance with established policies, procedures, and regulations governing the Emergency Services Center.

Essential Functions: 
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals and sets goals for success; directs work; acts as a liaison between employees and management; and assists Director with development, implementation, and training of applicable policies and procedures.
 
Ensures proper receipt, dispatch, and handling of emergency communications transactions: monitors staff dispatch activities for quality assurance and accuracy; observes actions of call takers, dispatchers and supervisors several times per day; reviews statistical data, daily shift reports, and audio playbacks of calls; and reviews Case Evaluation Reviews.
 
Evaluates, monitors, and identifies operational and technical needs of assigned staff: makes recommendations for development and/or corrective performance enhancements; coordinates delivery of staff training; and ensures that employees are performing in accordance with established policies, procedures, and regulations governing the 911 Emergency Services Center.
 
Assists the Emergency Services Director in preparation of departmental budget: conducts statistical and operational analyses and develops recommendation for assigned budget; monitors expenditures; and recommends budget impact of shift staffing levels.
 
Represents the Emergency Services Department at meetings, functions, and various events; meets and confers with various county officials, public, business partners, and employees; and serves as departmental liaison, attends meetings and hearings, and serves on committees and task forces as required.
 
Coordinates services with various agencies, such as Police, Fire, Sheriff, Marshal, and Emergency Medical Services in addition to the news media and the general public.
 
Investigates concerns regarding Emergency Services Department: conducts and/or reviews internal investigations; recommends and/or reviews disciplinary actions for infractions; and receives, responds to and resolves citizens' complaints.
 
Oversees process of receiving, logging, producing, and distributing of Open Records requests.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to provision of provision of 911 communications services; reads professional literature; maintains professional affiliations; maintains required certifications; and attends meetings, workshops, hearings, and training sessions as required.

Additional Functions:
Performs the duties of the E911 Communications Director in his/her absence. Performs other related duties as required.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
