Minimum Qualifications:
Bachelor's degree in Microbiology, Biology, Chemistry, Environmental Studies, or a closely related field. Three (3) years of progressively responsible experience in performing quality control/quality assurance audits, and testing water or wastewater samples, including one (1) year using a laboratory information management system, and one (1) year of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Water/Wastewater Laboratory Analyst License issued by the State of Georgia. Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performing the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

The purpose of this classification is to perform overseeing and auditing quality control and quality assurance of laboratory or field activities associated with the Public Works Water Quality Program. Responsibilities include supervising assigned staff, monitoring analysis techniques and testing equipment, and performing data analysis and verification of analyzed water and wastewater samples.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring recommendations, and administering disciplinary action as required.
Oversees all activities related to the implementation and the strict adherence to the laboratory quality system and laboratory international standards.
Oversees and coordinates quality control and quality assurance of laboratory or field activities by monitoring analysis techniques, testing equipment, maintaining records, and training staff on proper procedures.
Utilizes the Laboratory Information Management System (LIMS) to audit the conformance of staff, including Water Quality Supervisors, to the laboratory quality system, verifies laboratory data, and determines if data conforms to the laboratory quality program based on system information.
Ensures staff compliance with federal and state regulations governing the collection and testing of water and wastewater samples.
Conducts audits of the chemical, biological, biochemical, and physical analyses of water and wastewater samples to ensure analyses meet federal and state standards.
Maintains files and prepares reports on field and laboratory activities, safety procedures, and proper chemical use and storage.
Plans and conducts seminars for laboratory staff on appropriate testing techniques, use of chemicals, and laboratory ethics.
Develops and/or approves standard operating procedures for laboratory test methods and laboratory protocols.
