UNCLASSIFIED POSITION IN THE PUBLIC WORKS DEPARTMENT
Bachelor's degree in Water Resources Management, Environmental Studies, Microbiology, Chemistry, Biology or closely related field supplemented by three years of experience in the laboratory performing chemical/biological analyses on water/wastewater and operating within a laboratory quality assurance program, industrial and commercial wastewater pretreatment, compliance, enforcement, surcharge billing, inspections, samplings, or related program and one year lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Water/Wastewater Laboratory Analyst Certification within one (1) year of employment as issued by the State of Georgia.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:
The purpose of this classification is to perform process duties related to overseeing the daily operations of field and/or laboratory testing of water and wastewater samples, including supervising assigned staff, monitoring the application of microbiologic testing processes, and preparing reports on laboratory and/or field activities.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required.
Ensures staff compliance with federal and state regulations governing the collection and testing of water and wastewater samples.
Conducts chemical, biological, biochemical, and physical analyses of water and wastewater samples to ensure that water and wastewater quality meets federal and state standards.
Prepares reports on water and wastewater analyses for submission to federal and/or state agencies.
Maintains files and prepares reports on field and laboratory activities, safety procedures, and proper chemical use and storage.
Plans and conducts safety seminars for assigned staff on appropriate testing techniques and the use of chemicals.
Oversees quality control and quality assurance of laboratory and/or field activities by monitoring analysis techniques, testing equipment, maintaining accurate records, and training staff in proper procedures.
