The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

Program Overview

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Position Overview

This position will be within the Health Department’s innovative Center for Population Health Data Science (CPHDS). CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected – and being actively to protect and promote health and wellbeing of New Yorkers.

As a Data Operations Engineer, you will be responsible for building and optimizing automated workflows to improve the management, scalability, and reliability of data pipelines. You will bridge the gap between data engineering and operations by applying best practices for continuous integration, continuous delivery, and monitoring of data pipelines, enabling the team to rapidly deliver high-quality data products.

This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.

Responsibilities

  • Data Pipeline Automation: Develop and implement automated workflows for the end-to-end lifecycle of data pipelines, including data ingestion, transformation, storage, and analysis.
  • Continuous Integration/Continuous Delivery (CI/CD): Establish and maintain CI/CD processes for the deployment and integration of data pipelines, ensuring smooth, automated releases across various environments.
  • Monitoring and Optimization: Design and implement monitoring solutions to track the health and performance of data pipelines. Troubleshoot issues proactively and optimize pipeline performance.
  • Collaboration: Work closely with Data Engineers, Data Scientists, and other cross-functional teams to improve data pipeline reliability, scalability, and quality.
  • Version Control: Manage data pipeline code and configuration changes using version control systems (e.g., Git).
  • Pipeline Reliability: Ensure data pipelines are highly available and resilient to failures, implementing strategies like retry logic, alerting, and scaling based on demand.
  • Cloud Integration: Support data pipeline orchestration in cloud platforms (AWS, Azure, GCP) and implement cost-efficient solutions to handle large-scale data processing.
  • Infrastructure as Code (IaC): Utilize IaC tools (e.g., Terraform, CloudFormation) to provision and manage infrastructure components for data pipelines.
  • Testing and Validation: Implement automated testing frameworks to validate data quality, pipeline accuracy, and performance.
  • Security & Compliance: Ensure that data pipelines follow security best practices and comply with data governance, privacy, and regulatory requirements.
  • Documentation & Training: Maintain documentation on pipeline processes, deployments, and troubleshooting methods. Provide training to team members on Data Ops best practices.

Qualifications

  • Bachelor’s degree in computer science, Engineering, or a related field (or equivalent practical experience).
  • Proven experience working with data pipelines, preferably in a DataOps or similar role.
  • Strong knowledge of automation tools and techniques for CI/CD processes (e.g., Jenkins, GitLab, CircleCI).
  • Familiarity with cloud platforms (AWS, Azure, GCP) and cloud-native data tools.
  • Strong scripting skills in Python, Bash, or similar languages.
  • Experience with Infrastructure as Code (IaC) tools like Terraform, CloudFormation, or similar.
  • Knowledge of data governance, security practices, and monitoring solutions (e.g., Prometheus, Grafana).
  • Familiarity with containerization technologies such as Docker and orchestration systems like Kubernetes.
  • Strong problem-solving and troubleshooting skills.
  • Excellent communication skills and the ability to work in a fast-paced, collaborative environment.

The ideal candidate for this position must be a pro-active and self-motivated individual who is comfortable with multitasking. They can work in teams and in a highly dynamic environment with multiple stakeholders and timelines. This individual may need to work non-business hours in the event of a health emergency.

Salary And Benefits

  • The salary range for this position is $105,000 - $115,000
