Job Summary:

The Program Manager is responsible for overseeing the clinical management and administrative operations of the assigned program. This role includes managing staff performance, ensuring the quality of clinical services, and maintaining effective communication between program staff and agency leadership. The Program Manager will assist in assessing client admission eligibility, foster a positive therapeutic environment, and uphold regulatory compliance and agency standards.

Key Responsibilities:

Clinical and Administrative Management:

  • Oversee the overall clinical operations to ensure effective and efficient delivery of program services.
  • Supervise and support staff in maintaining a therapeutic environment and positive interpersonal relationships.
  • Direct and oversee interdisciplinary teams, including medical and clinical programming.
  • Develop, implement, and manage agency policies, procedures, and treatment components to address the needs of persons served.

Staff Management:

  • Recruit, interview, hire, train, appraise, and discipline/terminate staff as necessary.
  • Provide clinical and administrative supervision to program employees.

Quality Assurance:

  • Monitor the quality, effectiveness, and safety of the program's clinical services and care environment.
  • Ensure clinical staff maintain accurate, complete, and timely records in compliance with agency policies and regulatory standards.
  • Ensure program staff uphold the agency's Code of Conduct/Code of Ethics and adhere to all Federal, state, and local regulations, including HIPAA and confidentiality requirements (42 CFR).

Operational Oversight:

  • Supervise plant operations to ensure a safe environment of care.
  • Manage the program’s services while identifying areas for improvement and developing new components to meet client needs.

Qualifications:

  • 3–5 years of administrative and supervisory experience in addiction and/or mental health programs.
  • OASAS CASAC certification (Advanced or Master Level) or a licensed NYSED Qualified Health Professional (QHP) for designated programs.
  • Completion of OASAS Clinical Supervision Foundations I & II (30 hours) within one year of hire, if applicable.


Salary : $70,000 - $77,000
