PM/CM & IT Business Development Associate
Key Responsibilities:
Business Development & Client Relations:
· Expertise in Government RFP/RFQ/RFI Processes – Deep understanding of solicitation lifecycles, evaluation criteria, and submission protocols for federal, state, and local agencies.
· Proven Proposal Development Experience – Skilled in leading and writing technical and cost proposals that are compliant, responsive, and strategically aligned with agency needs.
· Compliance and Requirements Analysis – Ability to dissect solicitations, identify mandatory requirements, and ensure 100% adherence to submission instructions and regulatory guidelines.
· Capture Planning and Opportunity Assessment – Proficient in analyzing pre-solicitation notices and RFIs to assess win probability and develop tailored pursuit strategies.
· Proposal Schedule and Deadline Management – Experienced in managing complex proposal calendars, internal reviews, and final submissions under strict deadlines.
· Teaming and Subcontractor Coordination – Coordinates teaming agreements, past performance references, and small business certifications to meet proposal criteria.
· Effective Use of Procurement Portals – Familiar with platforms like SAM.gov, Cal eProcure, PlanetBids, and local procurement systems for opportunity tracking and submission.
· Content Repository Management – Maintains and updates libraries of boilerplate content, staff resumes, project descriptions, and compliance documentation for quick turnaround.
· Technical Volume and Scope Writing – Writes or coordinates technical responses that clearly define approach, scope, staffing, and deliverables per solicitation requirements.
· Post-Submission Follow-Up and Clarifications – Manages post-submission communications, including responses to clarifications, best and final offers (BAFO), and debriefings.
Marketing & Proposal Support:
· Oversee the development of marketing materials, including company brochures, capability statements, and collateral.
· Support proposal and SOQ (Statement of Qualifications) preparation, ensuring compliance with client requirements.
· Work closely with technical teams to develop compelling project write-ups and resumes showcasing company expertise.
· Ensure quality control in marketing and proposal content, improving readability, consistency, and clarity.
· Leverage digital marketing tools and social media to enhance brand visibility and engagement.
Qualifications:
· Education: Bachelor's degree in Business, Marketing, Engineering, Construction Management, or a related field (Master’s degree is a plus).
· Experience: 5 years in business development, proposal management, recruiting, or sales, preferably within the A/E/C (Architecture, Engineering, and Construction) industry.
· Industry Knowledge: Understanding of public agency contracting, multi-year service contracts, and proposal best practices.
· Communication: Excellent verbal and written skills, with experience presenting to clients and executives.
· Software Proficiency: Microsoft Office, CRM tools, marketing platforms, and proposal automation tools (Deltek, Cosential, or similar is a plus).
· Networking & Negotiation: Strong ability to build industry relationships and collaborate with C-suite executives, technical teams, and field leadership.

Pay: $76,522.00 - $85,715.00 per year
