Our client, a leader in the waste-to-energy sector seeks an HSE Manager to join their growing operation.
This role is a key part of the plant's strategic leadership and is responsible for leading all HSE programs and ensuring compliance with regulatory and internal standards. The HSE Manager reports directly to the Plant General Manager and plays a critical role in shaping a safe, sustainable, and compliant operational environment.
Responsibilities:
- HSE Leadership & Culture: Serve as a key leader in driving a culture of safety, operational discipline, and environmental stewardship across the refinery. Partner with other departments to ensure alignment with site goals.
- Site Leadership: Participate in the development and implementation of sitewide strategies and programs to achieve business goals.
- Team Supervision: Manage and develop a team of safety professionals including an Environmental Engineer, a PSM Coordinator, three HSE Technicians and contractors/consultants as needed.
- Risk Management: Serve as the site’s primary point of contact for and lead the development and implementation of a comprehensive HSE risk management program for the site.
- Health and Safety Programs: Develop and implement policies, training, and procedures as part of a comprehensive occupational safety program.
- Incident Investigation: Champion incident investigations, root cause analysis, and corrective action implementation. Maintain a system for reporting and tracking of incident related activities.
- Emergency Preparedness and Response: Oversee the development and execution of the site’s emergency response plan.
- Process Safety Management (PSM): Lead the site's PSM program, ensuring compliance with OSHA 1910.119. Provide guidance and oversight on all elements of PSM.
- Environmental Compliance: Oversee all aspects of environmental permitting, compliance, and reporting. Work with Operations and Maintenance to meet requirements for air, water, and waste permits. Manage relationships with regulatory agencies and internal stakeholders.
- Permitting and Regulatory Liaison: Manage environmental permitting activities, including new and renewal applications. Serve as the site’s liaison with local, state, and federal agencies (e.g., EPA, TCEQ, etc.).
- Policies and Procedures: Develop and maintain a system of HSE policies and procedures for the site.
- Corporate Liaison: Work with corporate partners including Legal and Marketing to jointly manage HSE risks across the business.
- Audits & Inspections: Coordinate and lead HSE audits, both internal and external. Prepare for agency inspections and ensure timely and effective responses to any findings or recommendations.
- Training and Communication: Develop and deliver training programs for employees to foster a strong safety culture and ensure they understand and comply with HSE procedures. Maintain training records.
- Regulatory Monitoring: Stay up-to-date on changes in regulations and ensure the refinery's HSE systems and practices remain compliant.
Skills & Qualifications:

- Crisis management and problem solving skills.
- 10 years of progressive HSE experience in refining, petrochemical, or similar heavy industrial environment.
- Knowledge of environmental laws and rules and processes for permitting and compliance.
- Strong working knowledge of OSHA occupational and process safety standards and EPA regulations.
- Familiarity and experience with NIMS/ICS a plus.
- CSP, CIH, or CHMM certification preferred
Salary : $130,000 - $155,000
