Position Summary:
FW Logistics is seeking a PSM Supervisor to manage Process Safety Management (PSM) and Risk Management Program (RMP) compliance across multiple food-grade cold storage facilities. This position is based at our corporate office in Belleville, IL, but requires oversight and coordination with our facilities in Montezuma, GA; Memphis, TN; Atlanta, GA; Lithonia, GA; Forest City, NC; and Moosic, PA.
FW’s cold storage network services a wide range of USDA-regulated food products, including fresh poultry (blast freezing), frozen dairy (ice cream), frozen vegetables, and other perishable goods. This role is crucial in ensuring compliance with OSHA 29 CFR 1910.119 (PSM), EPA 40 CFR Part 68 (RMP), USDA food safety regulations, FDA’s Food Safety Modernization Act (FSMA), and HACCP requirements. The PSM Supervisor will collaborate closely with facility managers, warehouse operations, maintenance teams, and regulatory agencies to maintain a safe, efficient, and fully compliant ammonia refrigeration system across all locations.
Key Responsibilities:
Regulatory Compliance & Documentation
- Ensure OSHA PSM, EPA RMP, USDA, FDA FSMA, and HACCP compliance at all FW Logistics cold storage locations.
- Maintain Process Safety Information (PSI), including P&IDs, safety relief system documentation, and ammonia refrigeration system SOPs.
- Conduct and oversee Process Hazard Analysis (PHA), Mechanical Integrity (MI) evaluations, and compliance audits across all facilities.
- Ensure all facilities adhere to temperature-sensitive storage protocols for blast freezing, frozen dairy, and frozen produce.
- Prepare and submit regulatory reports to OSHA, EPA, USDA, FDA, and local health departments as needed.
Process Safety & Risk Management
- Lead PHA reviews and risk assessments across all FW Logistics cold storage locations.
- Manage Management of Change (MOC) processes for any modifications to ammonia refrigeration systems.
- Conduct site safety audits and refrigeration system inspections to identify compliance gaps and areas for improvement.
- Ensure all cold storage locations maintain stable and compliant temperature conditions per USDA and FDA requirements.
Training & Employee Engagement
- Develop and implement PSM and ammonia refrigeration safety training programs for warehouse, maintenance, and facility management teams.
- Train employees on blast freezing operations to meet USDA pathogen reduction standards for poultry and other perishable goods.
- Provide HACCP training for teams handling frozen dairy, produce, and other temperature-sensitive products.
- Ensure 100% completion of annual and refresher training for ammonia safety, emergency response, and regulatory compliance.
Mechanical Integrity & Refrigeration System Management
- Oversee Mechanical Integrity (MI) programs at all FW Logistics cold storage locations.
- Ensure refrigeration system components, including blast freezers, rapid chilling units, and ammonia-based cooling systems, undergo regular maintenance and inspection.
- Monitor refrigeration system performance, ensuring compliance with food safety regulations and minimizing operational downtime.
- Work closely with maintenance teams to schedule preventative maintenance, safety relief valve replacements, and leak detection monitoring.
Emergency Preparedness & Incident Response
- Develop and manage Emergency Action Plans (EAPs) for ammonia leaks and system failures at all FW Logistics cold storage facilities.
- Coordinate and conduct emergency drills, ensuring that all employees are prepared for potential ammonia-related incidents.
- Work with local fire departments, HAZMAT teams, and emergency responders to strengthen incident response protocols.
- Investigate and document any ammonia releases, refrigeration failures, or near-miss events, implementing corrective actions.
Food Safety & Cold Chain Compliance
- Collaborate with facility managers and food safety teams to ensure cold chain integrity across all facilities.
- Monitor temperature logs for fresh poultry, frozen dairy (ice cream), frozen vegetables, and other perishable products to maintain strict USDA and FDA compliance.
- Implement and oversee HACCP food safety programs specific to ammonia refrigeration and blast freezing operations.
- Maintain documentation for food safety audits conducted by USDA, FDA, and third-party auditors.
Contractor & Vendor Management
- Ensure all third-party contractors servicing refrigeration equipment adhere to FW Logistics’ PSM and food safety policies.
- Conduct contractor safety orientations and verify compliance with OSHA, EPA, and facility-specific guidelines.
- Act as the primary liaison for regulatory agencies, auditors, and industry inspectors at all FW Logistics cold storage locations.
Qualifications & Requirements:
Education & Experience
- Required: High school diploma or equivalent.
- Preferred: Associate’s or Bachelor’s degree in Industrial Safety, Engineering, Environmental Science, Food Safety, or a related field.
- 5 years of experience in ammonia refrigeration, cold storage operations, or food safety compliance.
- Experience managing PSM and RMP compliance programs in a USDA or FDA-regulated facility.
- Prior supervisory experience in industrial refrigeration, cold storage, or food logistics is preferred.
Certifications & Training
Required:
- RETA CARO or CIRO Certification (Certified Assistant or Industrial Refrigeration Operator).
- OSHA 30-Hour General Industry Training.
- HAZWOPER 24-hour or 40-hour certification.
Preferred:
- HACCP (Hazard Analysis and Critical Control Points) Certification.
- FSMA Preventive Controls Qualified Individual (PCQI) Certification.
- Cold Chain Management & Food Defense Training.
- Ammonia Refrigeration Operator I & II Certification.
Skills & Competencies
- Strong knowledge of OSHA PSM, EPA RMP, USDA, FDA FSMA, and HACCP regulations.
- Experience with blast freezing operations, frozen dairy storage, and frozen produce handling.
- Ability to read and interpret P&IDs, refrigeration schematics, and technical manuals.
- Excellent organizational skills for managing compliance documentation, audits, and food safety logs.
- Proficiency in Microsoft Office, refrigeration monitoring systems, and compliance software.
- Strong leadership and communication skills to train employees and enforce safety policies.

Work Environment & Physical Demands:
- Work is performed in a cold storage warehouse with exposure to sub-zero temperatures and industrial ammonia refrigeration systems.
- Must be able to wear PPE, including respirators, chemical suits, and protective clothing.
- Ability to climb ladders, work at heights, and enter confined spaces as needed.
- Must be available for on-call support for emergency ammonia leak responses.
