Under the general guidance and direction of the County Administrator, the Human Resources Director is responsible for executing, maintaining and proactively managing the HR initiatives to meet operation, organization and strategic goals and objectives.
Payroll and HR Systems
Manage payroll change process and maintenance, Manage Paid Time Off and records, Process employee enrollments and terminations, Coordinate, process, and enter internal change sheets with authorized signatures, Review and recommend changes and alternatives to benefits offerings, Schedule and administer open enrollment events, Manage FMLA records, communication and reports, Review and recommend disability-related accommodations and maintain appropriate records, Monitor, track and audit employee training sessions, Oversight of Worker’s compensation requests/paperwork/tracking.
Recruiting and Onboarding
Manage recruitment needs including selection, screening and appropriate recruiting methods to support the recruitment needs and initiatives, Monitor reports, trends and analysis to understand staffing needs including peak season recruitment, Manage pre-employment screening for new hires, Lead and facilitate orientation for new hires, initiate and complete end to end processing of new hires, including paperwork, orientation and completed personnel files, Have awareness of turnover numbers and take preventable action to minimize turnover, Coordinate manage the internship and/or OPS program.
Communication
Communicate with employees about documentation and be available as a resource to employees, Process vendor reports and invoices, Facilitate effective communication establish effective partnerships with the County leadership team, Create a learning environment for all supervisors and embrace/support the open door policy, Proactively solve problems, make decisions and turn new ideas into action both on your own and taking partnership with others, Adheres to all County policies, procedures and ethics codes
Operations
Complete certification of employment and other required employee paperwork, Ensure legal compliance with all State and Federal postings in the HR department, and, Ensure that office files are maintained and with a commitment to ensure confidentiality for paperwork, Coordinate, appropriate, approved communication to leadership and employees regarding HR department information, Process and complete new hire relocation reimbursements and expense reports, Counseling managers on handling complex employee relations and performance management issues, and partnering with managers on successful work practice solutions, Work with staff to maintain a safe, secure, and healthy work environment, Mange US visa application and acquisition process for non-US citizen hires.
Minimum Qualifications
Bachelor’s Degree in Human Resources or related field, 5-10 years of broad and progressive HR experience, Significant experience in the areas of recruitment, interviewing, and performance management, Demonstrated knowledge of applicable laws and regulations related to HR, including broad-based knowledge of employment laws, Significant experience with working in an environment with a combination of full/part-time/hourly/seasonal employees PHR or SPHR certification preferred.
