POSITION SUMMARY
The Operations Manager oversees the daily operations of the county’s rural transit system, ensuring safe, efficient, and reliable public transportation services. This position is responsible for supervising staff, coordinating transit schedules, maintaining compliance with federal and state regulations, and managing operational budgets. The Operations Manager plays a key role in service planning, vehicle maintenance coordination, and ensuring excellent customer service for riders. This position will be temporary with the Gallia County Department of Job and Family Services (GCDJFS) while the Gallia County Transit Department is being established. The Operations Manager will assist with the setup of the Transit Department and, if successful, employment should transition to a Gallia County Transit Department full-time permanent position.
DUTIES AND RESPONSIBILITES
· Oversees daily transit operations, including dispatch, scheduling and route management.
· Ensures efficient and cost-effective service delivery that meets community needs by working closely with GCDJFS director and/or designee.
· Develop and implement policies and procedures to improve transit efficiency and reliability. Oversees correction of operating deficiencies and reinforce positive compliance of such procedures. Reports observations to the Transportation Director for follow-up action where needed.
· Monitor and analyze ridership data to optimize routes and service levels.
· Responsible for recruiting, training and supervising public transit staff and that all transit staff are properly trained, and all required verifications are maintained in personnel file.
· Reviews resumes & interviews job applicants as part of interview team. Works closely with administration on human resource activities as it relates to onboarding, retention efforts/recruitment and performance evaluations.
· Supervise drivers, dispatchers, and other transit personnel, ensuring adherence to policies, and procedures.
· Ensure staff compliance with safety protocols and customer service standards.
· Ensure compliance with all applicable federal, state and local transportation regulations, including Ohio Department of Transportation (ODOT) and Federal Transit Administration (FTA) requirements.
· Acts as agency drug and alcohol program manager for the internal drug and alcohol testing program to ensure a drug-free workplace.
· Investigates accidents, incidents, disputes and disturbances as assigned, in accordance with authority policy and in conjunction with involved authorities. Complete all required associated reporting on these matters.
· Prepare and submit reports required by funding agencies, including ridership statistics and operational performance metrics.
· Maintain knowledge of grant requirements and assist in compliance monitoring.
· Attends meetings on Director’s and/or designee behalf or performs other duties as requested by the director and/or designee at public meetings, stakeholder events, and advisor boards.
· Assist in preparing and managing the transit operations budget.
· Monitor expenses, track funding sources, and ensure cost-effective service delivery.
· Coordinate with GCDJFS on financial planning and grant management such as ODOT’s 5339, 5311, 5310 grant application and other grants to support the transit system.
· Oversee the maintenance and inspection of transit vehicles to ensure safety and reliability.
· Oversee the coordination or repairs and preventive maintenance schedules with mechanics and vendors.
· Ensure transit facilities are maintained in compliance with safety standards.
· Responds to customer concerns, complaints, and service inquires.
· Collaborates with local agencies, human services organizations, mobility manager and community partners to improve transit accessibility.
· Coordinates with GCDJFS on supply chain logistics (Baby2Baby, etc.) by unloading shipment and distributing to local providers.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of laws, regulations, and policies which govern the transit program.
- Ability to read, analyze, and interpret rules and regulations,
- Comprehensive understanding of the principles, practices, methods, and equipment associated with public transportation operations.
- Familiarity with county roads, highways, including the ability to read maps, navigate, and provide resolutions.
- Knowledge of effective supervisory practices.
- Proficiency in preparing and supervising market survey studies and designing promotional programs.
- Effective communication skills for presenting technical ideas orally and in writing.
- Capability to prepare and present reports clearly.
- Ability to work independently, take directions, and plan and execute task effectively.
- Competence in gathering, organizing, and to presenting information to administration or public officials for decision-making purposes.

MINIMUM CLASS REQUIREMENTS:
- Bachelor's degree in transportation, social services, business or related field. A combination of education, training and experience that results in demonstrated competency to perform the work may be substituted. Excellent verbal and written communication skills. Ability to coordinate multiple projects simultaneously. Detail oriented. Computer skills. Possession of a valid driver's license. Acceptable “equivalents” is at the sole discretion of the Director.
UNSUSUAL WORKING CONDITIONS/HAZARDS
This position requires moderate physical demands. Frequent standing and walking. Extended period of sitting, ability to bend, twist, squat, getting in and out of vehicles. Be able to lift and maneuver minimum of 50 pounds and transport wheelchair patients on paved and unpaved surfaces. Must be able to drive a vehicle throughout the shift on various roads and in varying weather conditions. As this position may be required to backup drivers, mechanics, and other transit personnel.
