Job Overview:
The Gallia County Department of Job and Family Services (GCDJFS) isseeking a Program Administrator to oversee and manage critical public assistance programs, including Non-Emergency Transportation (NET), Food Assistance, Temporary Assistance for Needy Families (TANF), Medicaid, Child Protective Services, Adult Protective Services, Employment Services, Public Transit and other essential services. This role ensures effective program implementation, regulatory compliance, and support that support the community’s most vulnerable populations..
The Program Administrator leads staff, supervises program operations, and fosters a high-performance environment through coaching, evaluations, and professional development. Working closely with the Director and senior leadership, this role develops policies and strategies aligned with agency goals while maintaining compliance with federal, state and local regulations.
The Program Administrator also strengthens community partnership and oversees outreach efforts, ensuring programs effectively serve individuals and families.
KEY RESPONSIBILITIES
- Program Management & Compliance: Directs the development, implementation and monitoring of assigned programs i.e., Non-Emergency Transportation (NET), Prevention, Retention and Contingency (PRC), Comprehensive Case Management Employment Program (CCMEP), Food Assistance Employment and Training (FAET), Ohio Means Jobs (OMJ), Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF) Childcare Assistance, Child Protective Services, Adult Protective Services, Medicaid, Employment Services and Public Transit to ensure compliance with relevant laws and regulations at the state, federal, and local levels. Monitor client service programs to ensure performance measures and desired outcomes are met;
- Contract Management: Assists in writing, reviewing and developing contracts, agency documents and program plans for assigned programs. Acts as the liaison between the agency Director and contractual partners, ensuring contracts are monitored and adjusted as needed for effectiveness and compliance;
- Operations & Administration: Manages operations at a satellite office (as assigned), and provides oversight to ensure efficient and effective program execution. Collaborates with the administrative team to develop and implement procedures that support the agency's operational goals, within regulatory frameworks. Serves as the Random Moment Sample (RMS), Equal Employment Opportunity Commission (EEOC) and Civil Rights Coordinator;
- Supervision & Training: Provides supervision within the classification series assigned, ensuring they adhere to agency policies and procedures. Conducts regular performance evaluations, develops training programs and provides feedback on performance. Assists in employee relations, resolving grievances, and administering disciplinary actions in line with established policies;
- Program Evaluation & Reporting: Develops, maintains and provides regular reports on performance and service provision. Ensures that all activities align with program goals and financial guidelines, maximizing grant funding and achieving fiscal targets;
- Financial Oversight: Authorizes and reviews agency forms (e.g., leave requests, payroll, travel, purchase orders). Ensures accurate financial reporting, and works with the administrative team to manage budgets and resources effectively;
- Public Relations & Outreach: Manages outreach and other public-facing activities. Participates in public relations functions and act as a spokesperson when needed;
- Administrative Support to Director: Assists the Director with administrative duties, major projects, and decision-making. Represents the Director in meetings and handles special requests in the Director’s absence. Attends conferences and training sessions and conduct presentations when required; and
- Other Duties: Participates in interviews for staffing decisions, provides input on staffing needs and assists with employee retention and development efforts. Performs other duties as assigned by the Director.
Minimum Qualifications:
- Bachelor’s degree (or higher) in related field.
Benefits:
- Competitive salary based on experience. Range between $27.50-$37.60
