Job Overview:
Job Title: Residential Foster Care Treatment Administrator
Location: Gallia County Department of Job and Family Services
Reports to: Director and/or Designee of Gallia County DJFS
Job Type: Full-Time Temporary Position
Job Summary:
The Residential Foster Care Treatment Administrator oversees the daily operations, programming, and compliance of a residential foster care facility. This position ensures the delivery of high-quality, trauma-informed care to children and youth in the foster care system, while maintaining compliance with state and federal regulations, licensing requirements, and organizational policies. The administrator collaborates with multidisciplinary teams to provide a safe, supportive, and therapeutic environment for residents. This position will be temporary with Gallia County Department of Job and Family Services while a Council of Governments (COG) is created. The administrator will assist with the creation of the COG and, if successful, employment should transition to the COG as a permanent full-time position.
Key Responsibilities:
Program Administration
- Develop, implement, and evaluate therapeutic and residential care programs to meet the emotional, behavioral, and developmental needs of residents.
- Oversee day-to-day operations, including staffing, budget management, and facility maintenance.
- Ensure compliance with all state, federal, and local regulations, licensing standards, and accreditation requirements.
- Maintain accurate records and documentation, including resident files, incident reports, and compliance audits.
Leadership and Staff Supervision
- Recruit, train, supervise, and evaluate staff, including direct care workers, therapists, case managers, nurses, and other personnel.
- Foster a positive, collaborative work environment that prioritizes staff well-being and professional development.
- Schedule staff shifts and ensure adequate coverage to meet staffing ratios and resident needs.
Resident Care and Advocacy
- Oversee the admission, orientation, and discharge processes for residents.
- Develop and monitor individualized treatment plans in collaboration with therapists, caseworkers, and other stakeholders.
- Act as a liaison between residents, families, legal representatives, and external agencies.
- Ensure residents’ rights are upheld and advocate for their needs in all settings.
Compliance and Risk Management
- Conduct regular program reviews, audits, and inspections to ensure compliance with all applicable regulations.
- Develop and implement policies and procedures for risk management and crisis intervention.
- Respond to emergencies and critical incidents, ensuring appropriate documentation and follow-up.
Community Engagement and Partnerships
- Build and maintain relationships with local child welfare agencies, community organizations, and other stakeholders.
- Represent the organization at meetings, conferences, and events related to foster care and residential treatment.
- Advocate for the needs of the program and residents within the community.
Skills and Competencies
- Strong knowledge of trauma-informed care practices, child welfare systems, and therapeutic interventions.
- Excellent organizational, problem-solving, and decision-making skills.
- Ability to manage budgets and resources effectively.
- Strong interpersonal and communication skills, with the ability to collaborate across disciplines.
Qualifications:
Education, Experience, Certifications and Licenses
- Master Degree with core coursework in one of the following areas of study: Social Work (or equivalent human services field of study); OR equivalent mixture of course work, work experience; related Certifications, etc.; Acceptable "equivalent" is at the sole discretion of the Agency.
- Minimum of 5 years of experience in foster care, residential treatment, or a related field, with at least 2 years in a leadership or administrative role.
- Proficiency in Microsoft Office Suite and case management software.
- Valid driver’s license, and ability to travel as needed.
- State licensing as required for residential care administrators (or willingness to obtain).
- CPR, First Aid, and Crisis Intervention Certification (or willingness to obtain).
