What are the responsibilities and job description for the Emergency Management Specialist I position at Galveston County?

Serve as primary training and exercise coordinator for both County employees and external customers.
Provide technical assistance and subject matter expertise for planning, training, and exercises.
Develop, manage and provide oversight of the department’s annual training calendar, including basic and advanced ICS courses.
Help coordinate logistics related to emergency management operations, including readiness checks on equipment and supplies.
Support participation in emergency management committees and workgroups at the local or regional level.
Facilitate community and stakeholder engagement activities, including preparedness campaigns, outreach, and coordination with local jurisdictions.
Maintain situational awareness and readiness to support Emergency Operations Center (EOC) activations in a support role.
Demonstrate strong analytical and organizational skills; manage multiple tasks effectively while maintaining attention to detail and deadlines.
Exhibit clear and confident communication skills in presenting to diverse audiences and stakeholder groups.
Maintain strict confidentiality and handle sensitive information in accordance with applicable laws and policies.
Work extended or non-traditional hours including evenings, weekends, or during emergency activations.
Perform related duties as assigned.
Minimum Education and Experience Requirements:
Education: Associate’s degree from an accredited college or university or an equivalent combination of education and experience.
Experience: Two (02) years in full-time, paid employment positions involving disaster preparedness, incident management, project management, and program development supporting all phases of emergency management.
Preferred Experience: National Incident Management System (NIMS), including familiarity with the FEMA Preparedness Cycle, Incident Command System (ICS) Command and General Staff functions, Operational Period Planning Cycle (Planning P), EOC management positions, or similar command, control, and coordination roles in emergency response is desired.
Experience in website design, basic use of AI, and proficient in Microsoft Office applications.
Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis.
Physical Demands/Work Environment:
The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
Classification Requirement for Essential Employees:
This position is a Tier 1 essential employee position with specific responsibilities that must remain in the County at a designated location during an emergency. Additionally, the position is a recall and on-call status in order to support an EOC activation at any time.

FEMA ICS-100, 200, 700, 800, 300, and 400
Preferred Certifications and Licenses:
Certified Emergency Manager through IAEM (CEM/AEM), State of Texas (TEM), or other State Level Equivalent EM certification
FEMA Professional Development Series (PDS)
FEMA Homeland Security Exercise and Evaluation Program (HSEEP)
