Position Objective: Provide services as an Administrative Officer in support of the overall functions of the Office of Intramural Management for the National Heart, Lung, and Blood Institute (NHLBI)/National Institutes of Health (NIH).
Duties And Responsibilities
- Summarize data and analyze reports or projections for staffing areas to include reconciliation of obligations and commitments and projection of expenditures to assist in resource management of staffing services.
- Monitor staffing and vacancy rates against the overall contract staffing allocation, and partner with budget officers to forecast spending.
- Use automated database systems such as SharePoint, Microsoft Dynamics, and other enterprise systems to track and complete administrative tasks.
- Act as a liaison/handle communication with persons and/or groups within and outside of the organization to resolve billing issues.
- Remain current on policies, procedures, and reference materials to notify staff of changes.
- Implement and oversee all contract actions associated with new or renewing contract staff; manage every staffing task order from cradle-to-grave.
- Maintain complete and up-to-date electronic contract files, including a staffing database.
- Develop, implement, and monitor a plan for regular check-ins with contractors, staffing companies, and the OIM Management Team to assess the overall effectiveness of the OIM staffing program.
- Facilitate the renewal of all DIR staffing contract mechanisms.
- Regularly review the staffing program to assess the need for changes or enhancements to improve services, reduce costs, and/or increase staff satisfaction.
- Bachelor’s degree with 8 years relevant experience required.
- Relevant experience may be substituted for education: 4 years’ experience with a PhD; 6 years’ experience with an MA/MS degree.
- Experience in budget creation, oversight, and forecasting.
- Ability to query data and apply both analytical and evaluative methods and techniques for a wide range of personnel, budget, travel, and general administrative issues.
- Strong IT skills (e.g., SharePoint and Microsoft 365).
- Ability to make recommendations to effectively resolve issues by using judgment that is consistent with standards, practices, policies, procedures, and regulations or law.
- Dynamic personality with a high level of interpersonal skills in order to deal effectively and persuasively with all levels of an organization.
- Strong organizational skills and the ability to prioritize complex tasks.
- Exceptional written and oral communication skills.
- Strong research and data analytical skills.
