Job Description
Position Objective: NASA defines “Learning and Talent Development” as creating, delivering and administering a comprehensive talent development and engagement program. This includes, but is not limited to, identification of needs, design, development, Agency-wide and/or Center delivery/implementation, maintenance, and evaluation of all learning and development programs and activities.
The contractor shall support the creating, delivering and administering of a comprehensive talent development and engagement program to meet current and future talent demands across the agency. This includes support with needs assessments, design, development, Agency-wide implementation, maintenance, and evaluation of all training and development programs and activities required to meet Agency needs, and/or mandated by laws and regulations issued by Congress, the OPM, the Office of Management and Budget (OMB), or other agencies of the government.
The Contractor shall provide productivity and process improvement recommendations, as required. The contractor shall provide services in a virtual environment, as well as options for in-person face-to-face offerings as deemed appropriate. The contractor shall incorporate and leverage human capital related technology as appropriate to enable delivery of services.

Duties And Responsibilities
- Support for Learning and Talent Development shall include, but not be limited to the following:
- Learning and Development Catalog of Offerings/Content Curation
- Leadership Development
- Career Development
- Mentoring
- Program Design and Development
- Colloquia and Outside Speakers Management
- Organizational Development (including facilitation, organizational assessment, and team development and building)
- Assessments and Instruments Administration and Debrief
- Coaching
- Learning Facility/Classroom/Virtual Environment Support
- Reporting and Metrics
- Performs day-to-day operations of the program and activities.
- Responsible for, but not limited to, assistance, technical guidance, consultation, and related support to customers advising them on the latest regulatory and instructional material relating to the program and activities; provides day-to-day problem solving and research.
- Plans and coordinates the development, implementation, and execution of sub-programs, special projects, and other initiatives designed to achieve the overall mission, goals, and objectives of the program.
- Administers all facets of the day-to-day operations of the various programs and activities related to the position.
- Participates in activities and processes related to program reviews and analysis and supports the development, recommendation, implementation, and integration of new programmatic solutions and strategies.
- Serves as a liaison with internal and external constituencies on matters relating to program activities.
- Provides and/or coordinates the provision of technical guidance, consultation, and related support to clientele within area of program focus; provides day-to-day problem solving as necessary on day-to-day program-related needs and issues.
- Creates, produces, and delivers a range of promotional, educational, and informational presentations, and/or resource materials related to program activities and initiatives.
- Coordinates and/or oversees the collection, compilation, and analysis of program activity data; develops, writes, edits, and presents comprehensive statistical and narrative program reports and evaluations.
- Advises on operating goals and objectives for the program; identifies opportunities to enhance program operations to achieve greater efficiencies and effectiveness and to fulfill program objectives.
- Establishes criteria for evaluating and tracking program metrics and leads or assists in special projects or initiatives as requested.
- Ensures the effective and consistent delivery of the human resources program.
- Bachelor’s degree with 1 year of experience, or High school diploma or GED and at least 3 years of experience directly related to the duties and responsibilities specified.
- Detailed knowledge of federal human capital Recruitment, Performance Management, Awards and Recognition, Pathways Interns, Learning and Talent Development, or Executive Services, and associated programmatic regulations, policies, practices, concepts, and procedures to execute and assess program requirements.
- The contractor shall have experience with the following unique government or NASA IT systems, which include but are not limited to:
- Electronic Position Description System (ePDS)
- Talent Acquisition: USA Staffing (USAS)
- BOBJ and NASA Organizational Profile System (NOPS)
- Executive Performance Appraisal System (EPAS)
- Ability to communicate effectively, orally and in writing, with non-technical and technical staff
- Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
