PURPOSE OF POSITION

The primary purpose of your job position is to direct the day-to-day operations of Garvey Manor’s Nursing Home 1) in accordance with current applicable federal, state, and local standards, guidelines and regulations that govern long-term care facilities; 2) according to and within the guidelines, principles and philosophy of the Catholic Church, the Carmelite Sisters for the Aged and Infirm, and the Diocese of Altoona-Johnstown; and 3) in a manner that comprehensively meets the mission of the facility to serve the physical, social, spiritual and psychological needs of the residents to assure that the highest degree of care and/or services can be maintained at all times.


DELEGATION OF AUTHORITY

As Administrator, you are delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties.

ESSENTIAL JOB FUNCTIONS

Promotion of Mission and Philosophy

  • Cultivate an atmosphere of mutual trust, respect, kindness, and consideration. Promote collaborative relationships and teamwork, committed to the Carmelite Sisters’ and the facility’s Mission and Philosophy. Show respect and consideration to all residents and staff regardless of position.
  • Educate employees about our Mission and Philosophy through discussion at staff meetings, incorporating the Values of Hospitality, Shared Commitment, Compassion, and Sanctity of Life in daily work duties and by example, making the Mission and Philosophy an integral part of the management of the facility and its employees.
  • Promote the Catholic identity of the facility and ensure that all programs, practices, and publicity include reference to the Catholic identity of the facility and are in concert with the Ethical and Religious Directives for Healthcare as promulgated by the United States Conference of Catholic Bishops.

Administrative/Management Functions

  • As part of the Administrative Team of the Facility, participate in discussions, meetings, events and daily activities that support and promote the Mission of the Facility. Maintain communication with the Administrative Team to ensure the nursing home portion of the Facility is actively engaged in a unified manner with the Mission of the Facility.
  • In compliance with related regulatory parameters, maintain the Facility Assessment as it relates to the nursing home. Coordinate with Department Directors and the Facility Director to ensure that all data in the Assessment is accurate and complete, updated, and current.
  • Maintain compliance with facility policies and procedures and applicable regulations.
  • Assure, all required reports are submitted in an accurate and timely manner. Maintain a record of all service agreements, contracts, required reports, etc. in an organized, retrievable and up-to-date manner.
  • Plan, develop, organize, implement, direct and evaluate the nursing home’s programs, services, and activities.
  • Develop and maintain written policies and procedures that govern the operation of the nursing home including but not limited to the continuing care and related services provided by the facility which reflect the facility’s Mission and Philosophy to provide the highest level of resident care in a healthy, safe, person-centered environment.
  • Establish standards of accountability. Ensure department heads are monitoring, evaluating, and controlling the performance of their respective departments as related to the operation of the nursing home.
  • Assist department directors in the development and use of departmental policies and procedures that affect the nursing home and establish a rapport in and among departments so that each can realize the importance of Shared Commitment.
  • Maintain open communication with the Facility Director (CEO), department heads, facility staff, and residents to ensure resources are properly allocated and that resident care is administered at a high level of quality. Report to the Board of Directors as required or requested.
  • Interpret the nursing home’s policies and procedures to employees, residents, family members, visitors, government agencies, etc., as necessary.
  • Review the nursing home-specific policies and procedures periodically, at least annually, and make changes necessary to ensure continued compliance with current regulations and laws. Present the policies to the Facility Director (CEO) for review and final approval.
  • Consult with the medical director regarding nursing home services. Review recommendations of the medical director and other resources for improvement of care and services.
  • Ensure that all employees, residents, visitors, and the public follow established policies and procedures.
  • Represent the nursing home in dealings with outside agencies, including government agencies and third-party payers, community service organizations, etc. or provide an authorized representative of the facility when unable to attend such meetings.
  • Make written and oral reports/recommendations to the Facility Director, governing board concerning the operation of the facility.
  • Maintain adequate liaison with residents and their families.
  • Ensure that public information describing the services provided in the facility is accurate and fully descriptive.
  • Participate in nursing home surveys (inspections) made by authorized government agencies. Coordinate the submission of the plan of correction for any deficiencies. Accountable to the fulfillment of the plan of correction and the return to regulatory compliance.
  • Make routine inspections of the nursing home to ensure established policies and procedures are implemented and followed.
  • Coordinate with the Director of Quality Services to ensure that an effective quality assurance/performance improvement (QAPI) program is established to proactively and reactively evaluate the quality of resident care and efficiency of services, identify strengths and weaknesses, set in place measures for improvement where necessary, evaluate progress and implement follow up studies.
  • Assist to maintain a good public relations program that serves the best interest of the facility and community alike.
  • Assist the Infection Control Coordinator and/or Committee in identifying, evaluating, and classifying routine and job-related functions to ensure that tasks involving potential infectious conditions or exposure to blood/body fluids are properly identified and recorded.
  • Ensure that facility policies and practices in all regards are not discriminatory and follow regulations and laws regarding posting and providing information to the public.
  • Participate in performance improvement (QAPI) studies, support and implement QAPI initiatives, and offer suggestions to improve resident care and the workplace.
  • Review Corporate Compliance educational materials, comply with Corporate Compliance directives, and report any Corporate Compliance issues according to established procedures.
  • Establish and maintain communications with the residents and their families. Participate in resident/family engagement efforts to increase the hospitality of the whole facility and a positive atmosphere within the nursing home’s residents and their families, in particular.
  • Assess and coordinate with the Facility Director (CEO) and/or Department Directors to ensure appropriate efforts are being made to enhance reimbursement to the maximum, but always within appropriate, valid, and ethically appropriate practices.
  • Assist in maintaining cost and implement efficient processes to support wise stewardship of assets to be able to promote continuation of the Mission to the best of our ability within the limits of our financial resources.
  • Always act with and promote an attitude of integrity, honesty and transparency in all functions relating to the operations of the nursing home.

Committee Functions

  • Serve on various committees of the facility (i.e. Corporate Compliance/ Ethics, Safety, QAPI, Safety and others as requested by the Facility Director (CEO)) and provide input, constructive comments, and data as may be beneficial. Chair committees as may be appropriate. Provide reports of committee functions as may be needed.
  • Evaluate and implement recommendations from the facility’s committees as warranted.
  • Establish and oversee committees within the nursing home, when indicated, to enhance communication, accountability, budget compliance, regulatory compliance, staff engagement and morale, and other relevant aspects of operations.

Human Resource Functions

  • Maintain a professional demeanor and appearance by consistently complying with the Facility’s code of conduct and appearance and hygiene policy.
  • Assist in the recruitment and selection of competent staff as needed for the Nursing Home. Assist with the onboarding of nursing home staff, performance evaluations, etc.
  • Consult with department directors concerning the operation of their departments to assist in identifying, eliminating, or correcting areas in need of improvement related to services within the nursing home.
  • Along with the Human Resource Director, develop and maintain written job descriptions and performance evaluations for each staff position in accordance with the Americans with Disabilities Act, OSHA and other pertinent laws governing positions
  • Review and check competence, efficiency and distribution of work force and make necessary adjustments/corrections as required or that may become necessary.
  • Ensure that appropriate policies and procedures are followed when conducting background checks and when providing information to the Nurse Aide Registry.
  • Ensure that an adequate number of appropriately trained professional and auxiliary personnel are always on duty to meet the needs of the residents.
  • Assist in standardizing the methods in which work will be accomplished.
  • Counsel/discipline employees as may be necessary.
  • Terminate employment of personnel when necessary, documenting and coordinating such actions with the Human Resource Director and the Facility Director (CEO) as appropriate.
  • Maintain a working relationship with the medical and other professional staff and other health related facilities and organization through formal working and transfer agreements.
  • Ensure that appropriate procedures are followed regarding employment practices and that required documentation is accomplished and maintained.
  • Along with the Facility Director and the Director of Human Resources, assess staffing patterns, staff qualifications, wage and benefit scales and other issues related to employees. Make recommendations and implement changes to maintain a suitable workforce.
  • Schedule and participate in department meetings with nursing home staff.
  • Delegate administrative authority, responsibility, and accountability to other staff personnel as deemed necessary to perform their assigned duties.
  • Ensure that disciplinary action is administered fairly and without regard to race, color, creed, national origin, age, gender, religion, handicap, or marital status.
  • Establish and maintain a positive and collaborative atmosphere within the nursing home and among all its staff. Assure that there is a positive inter-departmental positive relationship with Directors and staff from other department that interact with nursing home staff in the fulfillment of the Mission. Identify and work to reduce/eliminate conflicts that arise or tensions that develop.
  • Provide a positive environment among staff to promote morale, staff retention, affirmation, positive accountability for actions and commitment to the Mission and Philosophy.

Staff Development

  • Assist in the planning, conducting, and scheduling of Inservice training classes, on-the-job training and orientation programs to assure that current material and programs are continuously provided.
  • Meet with key nursing home staff on a regularly scheduled basis, and conduct/participate in training programs as appropriate.
  • Attend and participate in continuing education to keep abreast of current changes in the long-term care field. Attend and participate with in-house in-service education and on-the-job training as directed, especially mandatory in-services and department meetings. Be responsible for attaining training hours required for position/discipline.
  • Ensure that all personnel attend and participate in annual mandatory in-service training programs.
  • Assist to Train or direct other employees and volunteers as requested.
  • Assure that nursing home personnel, and any residents, visitors, etc., follow established safety regulations to include fire protection/prevention, smoking regulations, infection control, etc.
  • Assist in ensuring that the building and grounds are maintained in good repair.
  • Review accident/incident reports and assist in establishing/maintain an effective accident prevention program for both residents and staff.
  • Assure that all facility personnel follow established safety policies and procedures when using equipment (e.g., mechanical lifts used when necessary).
  • Assure that all facility personnel follow established regulations governing the use of labels and Safety Data Sheets (SDS) for hazardous chemicals.
  • Assure, through participation in interdepartmental meetings, that facility procedure manuals identify safety precautions and equipment to use when performing tasks that could cause bodily injury.
  • Assure that all facility personnel performing tasks that involve infectious conditions, potential exposure to blood/body fluids or hazardous chemicals participate in an in-service training program prior to performing such tasks.
  • Assist the Director of Maintenance in developing, implementing and maintaining waste disposal policies and procedures.
  • Follow established policies governing the use/disposal of personal protective equipment and disposal of infectious waste.
  • Respond to fire alarms as required (refer to the Fire Safety Manual for employees’ responsibilities and those that are specific to your position.
  • Follow established infection control measures in the performance of duties, including, but not limited to, hand hygiene, exposure to blood and body fluids, and universal precautions.
  • Follow all safety procedures and precautions in the performance of your duties and when operating equipment. Report all problems with equipment to the supervisor and maintenance as soon as possible. Report all safety violations.
  • Use only the equipment you have been trained to use that is necessary to do your job. Inform direct supervisor of any special needs.
  • Follow established regulations governing the use of labels and SDS (Safety Data Sheets) for hazardous chemicals within the department.
  • Use personal protective equipment as required by facility policy or by product instructions.
  • Follow established ergonomics policies and procedures governing lifting techniques, repetitive tasks, and the use of safety equipment and supplies to prevent work-related injuries and illnesses.
  • Report all unsafe/hazardous conditions to the related Department Director and or Facility Director (CEO) immediately.
  • Other(s) that may become necessary/appropriate to assure that the facility is maintained in a clean, safe and sanitary manner.
  • Discuss with and/or recommend to the Facility Director any other matters or issues that relate to safety or sanitation as affects the nursing home or the entire facility, in general

Equipment and Supply Functions

  • Consult with the Facility Director (CEO) about the purchase of major equipment/supplies in accordance with established purchasing policies and procedures.
  • Assure that the facility is maintained in a clean and safe manner for residents’ comfort and convenience by assuring that necessary equipment and supplies are maintained to provide such duties/services.
  • Assure that adequate supplies and equipment are on hand to meet the day-to-day operational needs of the facility and residents.
  • Use supplies in an efficient manner to avoid waste.

Budget and Planning Functions

  • Review and interpret nursing home monthly financial statements and provide input and comment to the CFO, to the Facility Director(CEO) and to the governing board, if requested to do so.
  • Assist in the establishment and maintenance of reporting system that reflects the operating cost of the nursing home.
  • Keep abreast of the economic condition/situation and adjust as necessary to ensure the continued ability to provide quality care and services within the parameters of the budget.
  • In conjunction with the Facility Director (CEO) and the CFO, assist in preparing the annual operating budget for approval by the governing board and allocating the resources to carry out programs and activities of the nursing home.
  • Assure that adequate financial records and reports are submitted to authorized government agencies as required by current regulations. The Facility Director (CEO) and/or CFO as requested or required.
  • Coordinate with the Business Office, assure that resident funds maintained by the facility are managed in accordance with current federal and state regulations and that appropriate records are maintained.

Residents’ Rights

  • Treat all residents fairly and with dignity and kindness. Provide care and services in a manner which is respectful of residents’ rights and dignity, and which allows residents the right to choose.
  • Assure residents’ rights are upheld within the nursing home. Assure that postings of the Residents’ Rights are displayed as required along with other required postings.
  • Maintain the confidentiality of all resident and facility information and comply with applicable laws related to confidentiality (HIPAA). Coordinate with the HIPAA Officer in matters relating to applicable confidentiality of residents’ PHI.
  • Report all allegations of resident abuse, neglect and/or misappropriation of property as required by regulation. Assure that nursing home staff are schooled in abuse reporting and report as required. Be part of any abuse allegation investigations and reporting.
  • Provide a safe, secure, and home-like environment. Exercise care and concern for the property of the facility and residents’ belongings.
  • In compliance with the Elder Justice Act, report reasonable suspicion of crime committed against a resident or person receiving care in the facility to the police and State Survey Agency within two (2) hours in the case of serious bodily injury or within 24 hours if there is no serious bodily injury. Also follow the facilities’ policies re: abuse reporting if applicable. Contact the Facility Director (CEO), the Directors of Social Services, Nursing or Human Resources or others for assistance with this process if necessary.

WORK ENVIRONMENT

  • Works in offices and other areas as required, as well as throughout the facility.
  • Moves intermittently during work hours.
  • Subject to frequent interruptions.
  • Involved with residents, family members, personnel, visitors, volunteers, government agencies/personnel, etc., under all conditions and circumstances.
  • Maintains a liaison with residents, their families, support personnel, etc., to ensure that the residents’ needs are continually met.
  • Subject to hostile and emotionally upset residents, family members, personnel, visitors, etc.
  • Subject to call-back during emergency conditions (severe weather, evacuation, post-disaster, etc.).
  • May be involved in community/civic health matters/ projects.
  • Attends and participates in continuing education programs.
  • Subject to injury from falls, burns from equipment, odors, etc., throughout the workday, as well as reactions from dust, disinfectants, and other air contaminants.
  • Communicate with departmental personnel and other personnel as required.
  • Works beyond normal working hours, on weekends and holidays, and in other positions temporarily when necessary.
  • Subject to exposure to infectious waste, diseases, conditions, etc., including TB and the AIDS and Hepatitis B viruses.
  • May be subject to the handling of and exposure to hazardous chemicals.

SKILLS & ABILITIES

Education: Bachelor’s degree in healthcare or business administration or related area of study
Master’s degree preferred.

Experience: Must have, as a minimum, five (5) years’ experience in a supervisory capacity in a long-term care facility.

Certificates

& Licenses: Must be licensed in the Commonwealth of Pennsylvania as a Nursing Home Administrator and maintain credentials of licensure.
