What are the responsibilities and job description for the Assistant Human Resources Director position at Gaston County Government?
- Supervise and direct through HR managers a variety of Total Rewards activities and programs which would include benefits and compensation/classification administration, but may also include policy administration & legal compliance, recruitment & selection, and training & development; Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs and staff (including performance evaluations) and evaluate work products, methods, and procedures; meet with staff to identify problems.
- Responsible for coordinating vendor contract execution. Includes preparing, submitting, reviewing, and evaluation of RFPs. This process would include new vendors and contract renewals and would be specific to benefits and compensation studies.
- Responsible for oversight of the Total Rewards Program, including working closely with the Benefits and Compensation HR Managers to ensure quick identification and resolution of any issues, while identifying opportunities for innovative changes to Total Rewards programs.
- Assist the HR Director in the preparation and maintenance of the budget, interpreting policy/regulatory compliance, aligning the HR department with the County Manager's goals, objectives, and vision for Gaston County Government.
- Provide special projects and strategic planning support and assistance to HR Director to include research and analysis and preparing recommendations, reports and presentations regarding a variety of human resources areas, with particular attention to benefits and compensation/classification County-wide progression plan maintenance.
- Utilize professional judgement and discretion in analyzing and interpreting a variety of payroll problems and transactions. Verify with appropriate staff to confirm policy interpretation(s) and execute the agreed upon action.
- Implementation and maintenance of compensation audits to ensure internal equity between County employees; Overview of Compensation and/or Classification projects that are typically conducted every 3 years; Annual review of the County's Pay Plan Narrative for inclusion in the annual budget; Review position Progression Plans annually to ensure accuracy and compliance with County guidelines. Collaborate with department leadership.
- Manage position reclassification requests from County departments, to include meeting with department representatives to understand the request, weighing the need and fiscal viability of the request and determining the appropriate position salary grade and FLSA overtime status; Design and manage salary surveys, as needed by County departments, or County-wide; Ensure the EEO-4 report is submitted required every 2 years.
- Assist the HR Director in the overall operation of the department; perform all duties of the HR Director in the Director's absence. Performs additional HR tasks as required.
