Description
The Solid Waste & Recycling Division is primarily responsible for the disposal of Municipal Solid Waste generated in the County as required by North Carolina State Law and in accordance with all applicable local regulations. Gaston County currently uses an integrated solid waste management plan consisting of sanitary landfilling, compost/mulch, recycling, and related waste reduction programs.
Examples of Duties
The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
Graduation with a Bachelor's degree in Environmental Science or related field and at least five (5) years solid waste experience is required. Daily involvement with work that involves a chance of major injury or loss of life or prolonged exposure to hazardous working conditions or severe weather conditions. Exposure to unfavorable health or safety conditions is constantly present.
Must obtain MOLO certification within 6 months of hire date.
A combination of education and position-related experience will be considered.

- Participates in departmental management teams to provide input into the development and implementation of departmental policies; assists with strategic planning, research, studies and special project. Oversees projects for both divisions.
- Under the limited supervision of Asst. Director of Environmental Services, and alongside Landfill Administrator, supervise division staff, evaluate job performance and interview potential new hires. Advise on policy and procedure as necessary. Attend weekly supervisor meetings to discuss operations, personnel and other logistics.
- Assists with compliance of applicable regulations to both open and closed landfill in Gaston County. Review waste intake and screening, waste handling and compaction, erosion control measures, environmental monitoring and compliance.
- Creation of bid specs for equipment and QBS process for services needed at Division facilities. Compile and analyze monthly reporting including roadside clean-up, tire program tonnage and costs, and monthly material analysis. Oversee application of all contracts related to Solid Waste and REC divisions.
- Assist with management of Household Hazardous Waste Collection facility. Participate in service programs in the area of recycling and landfill operations. Research and compose grant applications related to each division.
- Assist with creation of budgets for Solid Waste and Recycling Division and Renewable Energy Center including compiling benchmarking data and creation of yearly goals, objectives and metrics.
- Track and report quarterly tonnage to Department of Revenue for collection of Solid Waste Disposal tax.
- Schedule and review quarterly methane, groundwater and surface water monitoring at all facilities.
- Maintain MOLO certification, 40-hr HAZWOPER certification and all other continuing education credits. Research new/emerging technologies for viability in our operations.
- Meet and correspond with NCDEQ agents. Familiarize and operate within the confines of operating permits for all facilities. Correspond with regulatory agencies as needed.
