Definition
Under the direction of the Director of ESL, serves as an educational leader and assists in the planning, coordination, and directing of activities and programs related to the administration of the English as a Second Language (ESL) department.

Duties and Responsibilities
  • Collaborates with the Director of ESL to improve communication with school personnel, parents, and the community in developing the Title III Application.
  • Ensures that all federal, Title III, and state reporting requirements are met.
  • Conducts a yearly needs assessment of the program.
  • Assists with interviews for ESL teaching and related positions.
  • Oversees the implementation of the ESL Program.
  • Supports district personnel in understanding and implementing the ESL program.
  • Provides supplemental professional development for school personnel.
  • Leads the ESL team including facilitating monthly meetings.
  • Maintains ESL data and assists schools with the interpretation of data.
  • Collaborates with other departments, including EC, Pre-K, and AIG to ensure the accuracy of EL data.
  • Coordinates and supervises district bilingual interpreter and interpreting/translation services for the district.
  • Plans and chairs the Bilingual Parent Advisory Committee.
  • Keeps parents and teachers informed through written and oral communication.
  • Stays current with the professional literature, latest research, and best practices by attending professional training, conventions, and workshops.
  • Additional duties as assigned

Knowledge, Skills, and Abilities
  • Knowledge of school students’ development.
  • Knowledge of procedures, methods, and strategies pertaining to supporting English Language Learners.
  • Knowledge of state standards; curriculum and instruction; safety procedures.
  • Knowledge of program and activity evaluation strategies and procedures.
  • Knowledge of education law, local policies, and state and federal laws relating to minors.
  • Knowledge of technology.
  • Knowledge of methods and procedures of supervision and evaluation.
  • Knowledge of current educational theories and practices.
  • Demonstrated skill in participatory management, shared decision-making, and program planning.
  • Ability to communicate effectively verbally and in writing; establish and maintain positive working relationships.
  • Ability to plan, organize, and coordinate the management functions and activities of the ESL department.
  • Ability to demonstrate outstanding leadership.
  • Ability to be flexible.
  • Ability to analyze and define problems and issues, collect data, establish facts, and draw conclusions to develop appropriate solutions.
  • Ability to understand and carry out directions with minimal accountability controls.
  • Ability to manage multiple tasks.

Physical Requirements
  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, lifting, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.
  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand and walk. The employee is occasionally required to sit; use hands to finger, handle, or feel objects, tools, or controls; and climb or balance.
  • Must possess the visual acuity to operate required equipment and motor vehicles. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Minimum Training and Experience
  • Master’s Degree in ESL, foreign language, applied linguistics or Master's Degree in School Administration preferred.
  • At least three years teaching experience required.
  • At least three years district administrative experience required.
  • Works collaboratively with others, while creating an enjoyable work environment.
  • Experience with ESL Program and Title III.

Salary : North Carolina CO-1 Salary Schedule

This Position Reports Directly to : Director of ESL
