Gateway Regional School District TITLE:Accountability and Grants Director QUALIFICATIONS: 1.Massachusetts certification as a school director, superintendent, principal (any level), or eligible for certification. Comparable experience will be considered 2.Master’s degree or an earned higher academic degree 3.Minimum of three years experience in schools 4.Some administrative experience preferred 5. Experience with managing grants and/or analyzing data preferred, particularly with state database GEMS for grant management 6. Effective interpersonal and leadership skills; experience facilitating communication among divergent groups and leading group decision-making 7.Effective administrative and management skills, including demonstrated success obtaining grants and meeting deadlines 8. Excellent speaking and writing skills, including the effective utilization of computers, technology, and information management tools 9. Strong logistical skills such as scheduling, prioritizing, and multitasking JOB GOAL:The Accountability and Grants Director is responsible for securing, managing, and overseeing grant funding to support district initiatives, with a primary focus on ESSA Consolidated Grants (Titles I, II, and IV), as well as competitive, private, and state-funded grants. This role ensures compliance with federal, state, and local regulations, analyzes and interprets student performance data to inform instructional practices, and supports accountability measures district-wide. Additionally, the Director assists the Superintendent with district-level activities, policy development, and instructional leadership. PHYSICAL REQUIREMENTS:The position requires activities that include talking and listening both on the telephone and with staff and presenting to the public. Several hours a day may be spent sitting at a desk including hand/wrist movement as in writing or typing as in computer use. Other physical activities include frequent walking and climbing of stairs. ENVIRONMENT CONDITION:The Accountability and Grants Director is required to work indoors. This individual may be exposed to ultra-violet lights as are found in computer monitors, copying equipment or other equipment. This individual may be exposed to chemicals as are used in copying equipment, printer ribbons, etc. The Accountability and Grants Director may be required to work out-of-doors to perform some of the required duties and may be exposed to pollens, and weather conditions that exist outside of the building. PERFORMANCE RESPONSIBILITIES: Grant Oversight, Management, and Compliance Research, write, and submit district grant applications to secure funding for district initiatives. Oversee the management, implementation, and compliance of all federal, state, and private grants, including ESSA Consolidated Grants (Titles I, II, and IV) in collaboration with administration and staff. Monitor grant budgets and expenditures, ensuring funds are used effectively and in alignment with approved applications. Attend all meetings and professional development to comply with requirements set forth for state and federal grants Prepare required reports and maintain records to ensure compliance with all grant-related regulations. Collaborate with district and school leadership to align grant opportunities with educational priorities. Accountability, Policy and Data Analysis Collect, analyze, and interpret data related to student performance, instructional programs, and district initiatives. Identify and communicate trends in student achievement data to support instructional planning and intervention strategies. Develop systems for effective data management, reporting, and utilization to drive decision-making. Lead and support the District Data Team in using data to improve student outcomes. Support the administration of standardized testing and other assessments. Ensure district-wide compliance with federal and state accountability requirements. Monitor and evaluate the effectiveness of programs and interventions based on data and research. Prepare reports and presentations for the Superintendent, School Committee, and community stakeholders. Oversee the development and implementation of assessment tools and evaluation strategies. Analyze results from assessments, program evaluations, and research studies to inform district improvement efforts. Provide guidance to school leaders on data-driven decision-making and instructional adjustments. Assist in the development, revision, and implementation of district policies related to instruction, assessment, accountability, and funding. Ensure policies are aligned with federal, state, and local laws and regulations and reflect best practices in education. Develop procedures and guidance documents to support district staff in adhering to policies related to grants, accountability, and data usage. Work collaboratively with district leadership to ensure policies support effective governance and student success. Provide training and support for administrators and staff regarding policy implementation and compliance. Home Schooling Oversight and Compliance Review, approve, and monitor home education plans to ensure alignment with state and district requirements. Maintain accurate records of home-schooled students and their progress, ensuring compliance with state regulations and district policies. Provide families with guidance on curriculum expectations, assessment options, and available district resources. Assess student progress and compliance with educational plans, ensuring students meet required benchmarks. Act as a liaison between home-schooling families, district administrators, and state education agencies to address concerns and provide support. District Leadership & Instructional Improvement Serve as a member of the District Leadership Team and contribute to strategic planning. Lead initiatives to improve K-12 instruction and student achievement through the lens of accountability and data. Provide leadership, direction, and support to school principals in implementing academic programs through effective data analysis. Assist the Superintendent in establishing and implementing district-wide goals and objectives. Develop and support professional development opportunities for staff aligned with district and individual needs. Serve on the Professional Development Committee and evaluate the effectiveness of school-based professional learning in alignment with potential grant opportunities. Work closely with district and school leaders to align grant-funded initiatives with district priorities. Serve as a resource for school personnel, cabinet members, and the School Committee regarding grant funding, accountability, and student performance data. Collaborate with external agencies and organizations to expand funding opportunities and strategic partnerships. Other duties as assigned.
