Responsibilities:
- Serve as the primary point of contact between the IRS contracting officers, Contracting Officer Representatives (CORs), and contractor teams, ensuring that all contractual terms and performance metrics are met.
- Develop, implement, and manage comprehensive project and contract plans—including schedule, cost, quality, and risk management—to ensure successful delivery of contract deliverables.
- Monitor contractor performance and compliance with IRS guidelines and federal regulations, reviewing progress reports and conducting periodic audits of contract activities.
- Coordinate cross-functional teams (technical, financial, and operational) to resolve issues, drive improvements, and align project objectives with IRS strategic priorities.
- Facilitate change control processes by evaluating and documenting modifications in scope, schedule, or budget and ensuring that all changes receive proper approval.
- Prepare and present regular status reports, variance analyses, and performance metrics to IRS leadership and stakeholders.
- Ensure that all contract-related documentation, records, and deliverables are maintained in strict compliance with IRS and federal contract management requirements.
Qualifications:
- Education: A Bachelor’s degree in Business Administration, Project Management, Information Technology, or a related field is required; an advanced degree is preferred.
- Experience: A minimum of five (5) years of program and/or project management experience in a government contracting environment (IRS or equivalent federal agency experience is highly desirable).
- Certifications: A Project Management Professional (PMP) certification or equivalent credential is strongly preferred.
- Technical and Regulatory Knowledge: Proven expertise in federal contracting regulations, IRS contract management procedures, risk management, and performance measurement. Proficiency in project management tools and data analytics is essential.
- Communication Skills: Excellent verbal and written communication, negotiation, and stakeholder management skills are required to effectively liaise with internal teams, contractors, and IRS leadership.
- Security Clearance: Ability to obtain and maintain the required high-risk security clearance per IRS contract requirements.
- Additional Requirements: Strong organizational and time management skills with the ability to manage multiple priorities in a dynamic, cross-functional environment; willingness to travel as needed.
