Position Title: Disability Evaluation System (DES) Program Senior Policy Analyst

GC Associates requires a DES Program Senior Policy Analyst to conduct policy review, development, and integration of policies to determine impact and support required to sustain the DoD’s DES Program office mission and functions. The Senior Analyst will support the DES and the Special Compensation for Assistance with Activities of Daily Living (SCAADL) Programs’ compliance with DoD strategic and operational policies, procedures, and other forms of guidance.
Duties & Responsibilities:
- Conduct Policy review, development, and integration. Analyze Military Department DES and SCAADL program compliance with DoD strategic and operational policies, procedures, and other forms of guidance.
- Review new or amended federal laws or regulations, DoD policies and procedures, Military Department regulations and instructions, court rulings, Department of Veterans Affairs policies, and other sources that impact DES, SCAADL, and Physical Disability Board of Review (PDBR) policies and operations.
- Review program performance against established goals and other indicators determined by the appropriate government employee and develop recommended courses of action to change existing or development of new program processes and/or DoD policy.
- Develop complete, thoroughly justified, and actionable draft Personnel Legislation Reviews (PLR) for government lead approval as tasked within established timelines. Assist the government lead in submitting the PLR package to the Under Secretary of Defense for Personnel and Readiness through appropriate staffing.
- Prepare reports and independent analyses related to internal and external DoD requirements, taskers, and/or requests for information. Provide the government with a final draft and provide staffing support through final delivery to internal or external stakeholders.
- When tasked by the appropriate government program lead, provide program performance, analysis, and/or research to support the government in Inspector General or U.S. Government Accountability Office engagements.
- On a routine and recurring basis, provide staff support and analyses with the Military Departments’ Disability Annual Report (DAR) and Inspector General Triennial Reports.
- Assist the appropriate government program lead in developing responses to written and oral congressional inquiries. Ensure correspondence, reports, and other documentation, such as letters and memoranda, are prepared using the official writing standards of the DOD. Provide final draft reports for government approval within the timeframe specified.
Qualifications:
Education: Bachelor’s degree
Required Skills: Policy, congressional and/or Legislative Affairs experience preferred with a Government or non-governmental organization, to include analyzing and evaluating programs and legislation, and responding to high-level inquiries. Drafting policy, briefings, and speeches. Must have strong technical writing and communication skills. Reviewing marketing material and making suggestions for improvement.
Preferred Skills: Experience as a Staff Officer at the Office of the Secretary of Defense or Military Department level. Knowledge of statistical process improvement methods demonstrated by experience, education, or ‘Six Sigma’-type certification.
