Responsibilities:
- Requirements Analysis:
- Review contracts and solicitations to extract requirements and establish deliverables.
- Translate contract requirements into actionable tasks for GCA personnel and external teammates.
- Assign tasks with clear deadlines and monitor progress to ensure compliance with schedules.
- Team Collaboration:
- Lead internal meetings and discussions with GCA personnel and external partners to outline project requirements, tasks, and schedules.
- Facilitate communication among stakeholders to ensure alignment on goals and responsibilities.
- Proposal Development:
- Develop and maintain the proposal response template, incorporating requirements and key information from the solicitation.
- Collect and integrate inputs from all contributing parties into a cohesive, comprehensive proposal document.
- Ensure the final response addresses all requirements outlined in the PWS and reflects GCA’s capabilities and expertise.
- Project Management:
- Monitor proposal timelines and maintain accountability for task completion, ensuring all deliverables are met within established deadlines.
- Identify and address potential shortfalls or delays, working proactively with all stakeholders to mitigate risks.
- Maintain a schedule of events and a checklist of tasks to ensure an organized response process.
- Quality Assurance:
- Review all proposal content for accuracy, consistency, and compliance with solicitation requirements.
- Ensure proposals are formatted and presented professionally, adhering to GCA’s standards and branding guidelines.
- Reporting and Communication:
- Provide regular status updates to leadership on proposal progress, highlighting risks or delays.
- Document lessons learned from completed proposals to improve future processes.
- Experience:
- 3 years of experience as a Proposal Manager or in a similar role, with a focus on government contracting and proposals.
- Demonstrated experience managing and coordinating complex proposal efforts in response to federal, state, or local solicitations.
- Skills:
- Strong understanding of federal contracting processes, including interpreting solicitations, PWSs, and FAR/DFAR regulations.
- Exceptional organizational skills, with the ability to manage multiple deadlines and priorities simultaneously.
- Excellent communication and interpersonal skills to effectively collaborate with internal and external stakeholders.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal development tools.
- Education:
- Bachelor’s degree in Business Administration, Contract Management, or a related field. A combination of education and experience may be considered.
- Other Requirements:
- Familiarity with government procurement systems (e.g., SAM, eVA).
- Ability to work under pressure and deliver high-quality results on tight timelines.
- Strong attention to detail, ensuring compliance with solicitation requirements.
- Proven ability to lead teams and foster collaboration in a deadline-driven environment.
- Certifications such as Certified Federal Contracts Manager (CFCM) or Project Management Professional (PMP).
- Prior experience working with Veteran-Owned or 8(a)-certified small businesses.
- Experience with proposal development software or customer relationship management (CRM) tools
